Additional Property Attributes

The subject property is planned to be sub-divided into two parcels, identified by the Town of Hartford as parcels 45-155 (111 Gates Street) and 45-116 (119 Gates Street). The Center for Cartoon Studies proposes to purchase the parcel at 111 Gates Street. A Phase I study was prepared for 111 and 119 Gates St, and a Phase II study was recommended for 111 Gates Street. The Phase II study included evaluation of indoor air for PCB contamination. Phase II results indicated high levels of PCB contamination in indoor air and one elevated method detection limit reading for naphthalene in soil gas. As PCBs within this building do not fall under DEC's jurisdiction, DEC is not requiring any further testing at this time. However, the purchasers are proceeding with a building materials investigation to identify sources of PCB contamination. The elevated naphthalene reading triggered additional testing, and it has been determined that a vapor barrier will be installed in the basement to address vapor intrusion.

The property formerly hosted residential properties, a hardware store, and an auto garage. Since 1960 there have been telecommunications buildings on site. The building at 111 Gates St is currently partly rented by the Center for Cartoon Studies. The Center hopes to purchase the building and renovate it for use as classrooms and gallery space.
