Additional Property Attributes

Draper Aden Associates (DAA), contracted by the City of Richmond (City) and Henrico County (County), et al. (Coalition), conducted a Phase II Environmental Site Assessment (ESA) of property spanning two jurisdictions (2811 Rady Street in Richmond, Virginia and several parcels located in Henrico County, Virginia - see Section 2.1 for detailed tax parcel listing). These parcels collectively will be referenced as the "subject property" throughout this document. The Phase II ESA was developed to evaluate environmental site conditions associated with two primary concerns for potential environmental impact:
* the active railroad tracks that traverse the eastern and western portions of the property
* the large volumes of buried fill material, having unknown sources, in the former sand and gravel operation areas

According to the Coalition, an investment group is currently planning to develop the site; however, the group has not yet proposed specific development plans. Nevertheless, the developer has initiated conceptual planning exhibits to explore the potential programming for the site. The site is a prime corridor for development and a focus of the Greater Richmond Partnership, which includes the City of Richmond and Henrico County.

Discussion. Portions of the site are currently zoned as one, or more, of the following:
* M-2 - Heavy Industrial
* R-6 - Single-Family Residential District
* B-3 - Business District

Because site redevelopment plans remain fluid as of the date of this report, soil analytical results were compared to the most recent residential and industrial USEPA RSLs.

Based on the results of this Phase II ESA, no additional sampling is recommended. Concentrations of detected constituents do not preclude site redevelopment planning. Findings should be incorporated into site redevelopment planning and site worker health and safety relative to the known planned redevelopment.
