Additional Property Attributes

The Property is comprised of an irregularly shaped 4.78-acre vacant tax lot located approximately 2.5 miles east of the intersection of US Highways 215 and 515/11 in Henderson, Nevada. The City of Henderson has been the Property owner since May 5, 2000. Historical records dating back to 1926 were reviewed to evaluate the Property's past use. The records indicate that the southern edge of the Property was included in the Carver Park residential development constructed adjacent and south of the Property in the early 1940s to house workers for the Basic Magnesium Incorporated (later known as Black Mountain Industrial) plant located approximately 0.75 to the west. Carver Park was demolished in 1974, except for one building which is now an Elks Lodge located on the site adjacent and east of the Property. The review of historical resources indicated no other development on the Property. The Property is currently surrounded by multi-family housing to the west and southwest; residential construction underway to the northwest; undeveloped land to the north with new residential development beyond; sports fields associated with a church and charter school and an Elks Lodge to the east; and stick-built homes to the south across E. Lake Mead Pkwy.
A review of historical resources indicates that the 4.78-acre Property has never been developed except for the southern edge which was part of the historical Carver Park residential development located south adjacent from the 1940s until 1974. Heating oil tanks are sometimes associated with former residential properties. Stantec is unaware of underground heating oil tanks being associated with 1940s era homes in the Henderson area. During a 2019 interview, NDEP Remediation & LUST Supervisor (Todd Croft) stated that the few heating oil tanks that have been found and reported to NDEP in the Las Vegas Valley over the last 20 years or so are believed to be related to public schools. Based on the limited extent of the Carver Park development that was formerly present within the Property boundary, it is considered unlikely that heating oil tanks are present at the Property. If underground tanks are encountered during Property redevelopment, they should be decommissioned in accordance with applicable regulations. This assessment has revealed no evidence of RECs in connection with the Property.
