Additional Property Attributes

The subject property consists of one legal parcel occupying approximately 27 acres. The property is rectangular in shape, with Carney Drive forming the western property boundary and 9th Street along the eastern property boundary. The site is developed with the Eddy Elementary building on the eastern property boundary and Gearing Elementary on the western property boundary. The Eddy Elementary School building was constructed in the early 1930s with additions over time, and the building has been vacant since 2019. The Gearing Elementary building was constructed in approximately 1972 and will continue to be utilized by the East China School District through approximately 2023. The central portion of the parcel consist of vacant land that is bisected by a railroad line and Jordan Creek. Theo V Eddy Elementary is identified on the Leaking Underground Storage Tank (LUST) database as being closed without restrictions based upon UST removal and release response activities completed in 1992/1993 demonstrating no impacts remain. The 1992 gasoline release has been identified as a Historical Recognized Environmental Condition (HREC). No further assessment of this former tank is warranted. Eddy Development, LLC will complete the privately funded redevelopment of the site. A phased redevelopment of the site is planned consisting first of the renovation of the currently vacant Eddy Elementary into senior housing with a community center. The second phase of redevelopment consists of the construction of single-unit housing on the vacant central portion of the parcel. The final phase of redevelopment involves conversion of the Gearing Elementary building into additional senior housing. The Gearing Elementary School will continue to be operated by the East China School District through a three-year lease during phases one and two of redevelopment.
