Additional Property Attributes

The City of Portland is in the process of purchasing the site with the intent to utilize it in stream restoration and Springwater Trail enhancement activities in the area. Environmental Assessment work would help the City meet due diligence, determine conditions at the site, assess suitability for planned restoration work and any potential risk the site poses to human or environmental health and safety. This site is intended for incorporation into a larger on-going Johnson Creek watershed restoration project and would be part of a planned natural area that will likely have hiking trials, restored native vegetation, and improved wildlife and fish habitat. Trails at the site could connect to the nearby Springwater Trail, enhancing recreation opportunities and improving connectivity in the area. Lents is a historically under-resourced neighborhood with less access to parks and natural spaces. The Property is currently owned by OK Enterprises and has been since 2000. The lot is currently divided between a mobile home park on the southern portion, not included in the sale, and a car sales lot on the northern portion that extends into a portion of a second lot, all of which is included in the sale. The site had historically served as residences until the 1960s. In 1963 the mobile home park was established on the southern part of the lot and has remained since. In 1965 the north portion of site began to be used for auto sales and has been used for auto, mobile home, and RV sales since. A previous Phase I ESA (April 2010) revealed some concerns over on-site cesspools and some surficial soil staining. Soil sampling and a Limited Petroleum-Impacted Surface Soil Removal Action report (May 2011) confirmed petroleum contamination and around 11 cubic yards of impacted soil was removed. The Phase I ESA identified two RECs, the observed releases of hazardous substances associated with the long-term storage of vehicles and related materials at the Subject Property, and the potential migration of hazardous substances to the Subject Property from known
releases at the west- and northwest-adjoining properties. A Phase II ESA is recommended and currently being conducted with this cooperative agreement.
