Additional Property Attributes

PPM Consultants, Inc. (PPM) was retained by the Three Rivers Delta Planning and
Development District, Inc. (TRPDD) to conduct a Phase I Environmental Site Assessment
(ESA) of the Smith Nursery property located at 2291 Highway 145 in Saltillo, Lee County,
Mississippi. The purpose of this assessment was to identify recognized environmental
conditions (REC) in connection with the property by means of interviews, review of record
information, and site reconnaissance. The environmental assessment was conducted in
conformance with the scope of the American Society for Testing and Materials (ASTM)
International Standard Practice E 1527-13.
PPM conducted the site reconnaissance on May 25, 2021. The property consists of two
parcels and is approximately 2.18 acres in size and semi-rectangular in shape. The
property is currently used by the Smith Nursery for storage of landscaping equipment and
seasonal items for the nursery. The eastern portion of the property is a gravel
drive/parking area. There is a stormwater ditch fronting Highway 145. There is also a
stormwater drain and sewer manhole on the eastern portion of the property. The western
portion of the property is currently a maintained lawn. There are two buildings on the
property. The northern building houses landscaping equipment, and the central building
houses seasonal nursery items. The southern portion of the property has an area of fill
sand used to level off an area where a building once resided. A small ditch transects the
property from the central portion to the eastern stormwater ditch.
This assessment has revealed no evidence of RECs in connection with the property except
for the following:
� Former Auto Dealership on the Property. The property appears to be
undeveloped in the 1947 aerial image. Between 1972 and 1981, the property was
developed with five structures, and according to the 1993 city directory, the
property operated as an auto dealership (Webb Auto Sales). In the 1997 aerial
image, vehicles are depicted on the western side of the northern building. Auto
dealers typically perform vehicle maintenance (such as oil changes) on site. During
the PPM site visit, a sump or potential oil/water separator was observed in the
northern building on the property. The owner of the property stated that he
believed the drain on the eastern portion of the property is connected to the sump.
The sump/potential oil/water separator indicates that repair and maintenance work
was performed on the property and that petroleum products and/or hazardous

substances were likely stored and handled on the property. A pipe at the western
side of the northern building also suggests the possibility of an underground storage
tank (UST) on the property. Pipes protruding from the ground of this nature
typically suggest either a propane tank or an air compressor line. A propane tank
would have been used for heating the building. The potential air compressor would
further suggest auto mechanic activities on the property. Also, during site
reconnaissance activities, a polyvinyl chloride (PVC) line was observed on the
southern portion of the building and was protruding from the ground. PVC lines
capped in this manner are typically associated with septic systems. This septic
system would have been utilized prior to city sewer lines being installed on the
property. The status of the septic tank could not be determined. It is possible in the
early years of automobile dealership/repair operations, prior to regulatory laws
regarding disposal of used vehicle fluids, that these fluids were discarded on the
property - potentially into the septic system. The historical use of the property as
an auto sales and repair facility, which involved the potential use of a UST and a
sump/oil/water separator, is considered to represent a REC.
