Additional Property Attributes

The Property was primarily agricultural land from at least 1934 to the late 1970s. Wildcat Creek and a pond associated with the creek were located on the northern portion of the Property. In the 1980s, the Property was primarily depicted as wooded land with driveways and areas of disturbed soil on the southern portion. From the 1990s to 2020, an area of dumping was noted on the central portion of the Property. At the time of the reconnaissance, the Property consisted of approximately 10.3-acres of land. Wildcat Creek and a pond were located on the northern portion of the Property. The central portion of the Property was built-up from the surrounding areas approximately 20 to 40-feet with large pieces of concrete and asphalt mixed with soil. Numerous piles of scrap metal, railroad ties, and miscellaneous building debris were also observed throughout the central portion of the Property. The southern portion of the Property was undeveloped and used for the storage of a semi-trailer, concrete culverts, and various scrap metal. Dense vegetation and wooded land were also located throughout the Property.
Surrounding areas consisted primarily of agricultural, residential, or wooded land until the early 1950s, when a commercial development (B&D Manufacturing Inc.) adjoined the Property to the east. From the mid-1950s until the time of the site reconnaissance, B&D Manufacturing, a church, dwellings and additional wooded land surrounded the Property. Wildcat Creek bordered the Property to the north and East Carter Street bordered to the south.
The scope of the Phase II ESA was designed to further evaluate the RECs identified in the Phase I ESA. The results of the Phase II assessment demonstrated that the impacts to the soil at the Property are limited. No groundwater impacts were identified.
