Additional Property Attributes

The Property was agricultural land from at least 1937 to 1940. The Property was disturbed in the 1949 and 1952 aerial photographs, which was most likely related to the City of Detroit unlicensed landfill. By 1953, the Property was developed with a structure along the western boundary with building additions apparent to the east and south noted in the 1983 and 1997 aerial photographs, respectively. The eastern portion of the Property consisted of parking and equipment storage areas and was paved by 1997. The Property was occupied by several steel, concrete and engineering companies from at least 1962 to the time of the site reconnaissance. A Baseline Environmental Assessment (BEA) completed in 1997 for the Property identified concentrations of metals in soil and groundwater which exceeded Part 201 Generic Residential Criteria. At the time of the reconnaissance, the Property consisted of approximately 1.7 acres of land developed with an approximately 24,000 square-foot, two-story office/one-story warehouse building. During the site reconnisance, the Property owner reported that they were in the process of clearing out and selling the equipment and tools related to the former HVAC sheet metal fabrication operations. Chemical storage areas, floor slab staining, and a paint booth were observed during the site reconnaissance. The remainder of the Property was developed with paved parking, exterior storage and landscaped areas.
The surrounding areas were agricultural land from at least 1937 to 1940. The areas north, east, and west of the Property were disturbed in the 1949 and 1952 aerial photographs as a part of the former City of Detroit unlicensed landfill. Vacant land was south of the Property from at least the late 1940s to 2012. From at least the mid-1950s to the time of the site reconnaissance, the Property was within a light industrial area including: equipment rental companies, truck repair shops, industrial equipment suppliers, waste transportation and trucking contractors.

The scope of the Phase II ESA was designed to further evaluate the identified RECs in the Phase I ESA and to evaluate if hazardous substances are present in soil and groundwater at concentrations above Part 201 generic residential cleanup criteria (Part 201 criteria).
