Additional Property Attributes

The site consists of approximately 3-acres encompassing seven adjoining parcels of land located at 235 NE Watula Avenue and 410 NE 3rd Street in Ocala, Marion County, Florida. The site is further identified by the Marion County Property Appraiser as Parcel Numbers: 2820-050-001, 2820-050-002, 2820-050-004, 2820-050-005, 2820-050-006, 2820-050-007, 2820-050-008. The site is currently developed with one single story Fire Department building on the northwestern portion, one single story office building on the northeastern portion, paved parking and utilities. The site is also currently occupied by the City of Ocala and operates as the Fire Department Headquarters and the Recreation Operation Center respectively.

The site appears to have been developed with multiple single-family homes since at least 1885. The present-day Fire Station building was developed on the northwestern portion of the site in the early 1970's and residential development increased on the site through 1979. The present-day office building was developed on the northern eastern portion of the site in the early 1980's. The residential homes remained onsite until approximately 2013 and by 2017 all homes were removed.

The southwestern portion of the site is further identified as the Lewis Myers Property (FAC ID: 9201174 / 403 NE 2nd Street) and is listed as a Storage Tank/Contaminated Facility Search (STCS) facility. Terracon searched the Florida Department of Environmental Protection (FDEP) database NEXUS for documentation pertaining to the facility history. According to a Storage Tank Registration Form dated May 12, 1992, the site was previously registered with two (2) underground storage tanks (USTs) that have since been removed from the site. Ted A. Goodman, Petroleum Programs Manager for the Alachua County Environmental Protection Department, responded to a request for information regarding the site and stated that the site previously operated two (2) 888-gallon USTs containing an unspecified petroleum product. Mr. Goodman also stated that the petroleum storage system was removed in June 1991 and no petroleum discharges have been reported at this facility. Proper tank closure documentation was not identified during this investigation and it is unknown if soil and groundwater testing were performed at the time of tank closure.

NE Watula Avenue was observed to the west of the site as early as 1895. Residential homes were developed to the west of the site by 1906 and remained through at least 1930. By 1948, residential homes were replaced by a steam laundry/dry cleaner facility which increased in size through approximately 1984 and remains present.

UniFirst Industrial Laundry (FAC IDs: 9502499/8511158) is listed as an STCS, Tier 2 Report (TIER 2), Resource Conservation & Recovery Act - Non-Generator (RCRA NON-GEN) and a Historical Dry Cleaners (HISTORICAL DRYC) facility and is located at 317 NE 2nd Street, approximately 50-feet west and topographically cross-gradient in relation to the site. Terracon searched the FDEP database NEXUS for documentation pertaining to the facility history. According to a Storage Tank Notification Form dated May 9, 1986, the facility was previously registered with three (3) 6,000-gallon USTs containing leaded gasoline, unleaded gasoline, and diesel fuel. A diagram attached to the notification form indicates that the three tanks were located to the west side of the facility building near NE 2nd Street. A Department of Environmental Regulation Letter dated May 24, 1988 states that the tanks were removed in August 1987 and an invoice from Resource Recovery of America, Inc. states that 227.8-tons of contaminated soil was removed from the site in August 1987 followed by the replacement of clean fill material. No records were found indicating a subsurface investigation was performed at the time of the tank removal.
