Additional Property Attributes

According to the Leon County Assessor's Office, the site consists of approximately 5.09-acreslocated at 749 South M L King Boulevard and 725 South Bronough Street (parcel number 2136253172230 and 2136252471790 respectfully). The site is intersected by South Bronough St that traverses north and south. Located on the eastside of Bronough Street is a paved parking lot and recreational beach volleyball court with a landscaped grass area occupying the northeast portion of the site. West Madison Street borders the site to the north, West Gaines Street borders to the south, South Bronough Street bordering the west, and Duval Street bordering the eastern side. The current site is owned and operated by the City of Tallahassee. During the site reconnaissance, the site observed operated as two parking lots, the one west of South Bronough Street was gravel and the one to the east was paved. The gravel lot was in the northwestern portion of the site with a grassy area occupying the southern portion. The paved lot located east of South Bronough Street was in the southeastern portion of the site with a beach volleyball court and grassy area located northeast in relation to the paved lot and a grassy area occupied by portable trailers located northwest in relation to paved lot. Based on a review of available information, the site had been developed as residential houses as early as 1909 and since then utilized as residential homes, apartment complexes, car ports, horse stables, sheds, a gasoline service station (former Chevron), and State office buildings(former Chevron Gas Building, Clemons Building, and Johns Building).The former Chevron service station, located at 320 West Gaines Street, has been out of service since at least February 1, 1989. The exact date that the petroleum station commenced operation is unknown but was first observed in fire insurance maps in 1965. The former Chevron building was later utilized by the DMS as the State Paint Shop from approximately 1996 to 2004. The State Paint Shop was a logistical staging area and preparation area of interior and exterior paint tasks of DMS controlled buildings. The 319 West Madison Building was a former apartment building that was built after 1965 (based on a Sanborn Map review). It was converted into an office building and housed the Department of Business Regulation (Alcohol & Tobacco), Bureau of Audits.The Johns Building was located at 725 South Bronough Street and was built in 1963 and was used as a State office building for the Department of Business & Professional Regulation (DBPR). The Clemons Building is located at 702 South Duval Street and was built in 1945was formerly a State office building. In Augus tof 2005, the City of Tallahassee used WRS Infrastructure & Environment, Inc(WRS) to conduct a Phase I ESA for the site. This August 12, 2005 Phase I ESA identified RECs associated with a former fuel filling station (Chevron) located on the southwest corner of the site, a large asphalt pile identified on the central portion of the Chevron/319 Parcel; a possible vent pipe located on the eastern portion of the Johns Parcel, an active 3,000-gallon underground storage tank (UST) containing heating oil identified on the east side of the Johns building, and a water supply well for the Johns Building chiller in close proximity to the active heating oil UST.WRS recommended additional subsurface investigations including soil and groundwater assessment be conducted as part of a Phase II ESA. In August and September WRS conducted soil and groundwater testing at the site for the aforementioned RECs. Based on review of past Phase II ESA soil and groundwater testing activities conducted at the site in August and September of 2005 are no longer RECs.
