Additional Property Attributes

The Property consists of three contiguous tax parcels encompassing 1.07 acres improved with three block-masonry buildings, sand silo, and metal Quonset hut for storage. The southern portion of the Property consists of a 9,600 square-foot building occupied by a machine shop, foundry, second story office, air compressor shed, and 1,400 square-foot Quonset hut. The northern portion of the Property consists of a 5,000 plus square-foot retail building with a basement, and a 2,000 square-foot warehouse. The perimeter of the three buildings are improved with asphalt- and gravel-covered access driveways and an asphalt-paved parking lot. Surrounding sites are commercial. The southern part of the Property was initially developed with a foundry in the early 1930s. By the mid-1960s the business expanded and began offering machining services and has done so up to present-day. A historical image of the building in the office of the foundry/machine shop showed the initial construction with the building undergoing several additions including the machine shop, second-story office, an additional room, a shed attached to the northwestern portion of the building, and Quonset hut and silo. The machine shop addition was constructed in the mid- to early-1940s and the second-story office was constructed at some point in the early 1970s. An additional room and shed were constructed on the northwestern portion of the building in the early- to mid-1970s. Additionally, a Quonset hut and silo were constructed on the Property in the 1980s for storing sand and casting molds. From the early 1990s the southern part of the Property is shown with scattered debris to the west of the building and two rail cars. However, the rail cars and bulk of debris were removed prior to a January 25, 2021 Property inspection. Since developed for commercial use, the Property has been used as a foundry/machine shop by Mr. Theo Ballard (1930 to 2000) and Mr. Ted Ballard (2000 to present-day). The northern part of the Property was initially developed as a bedding company (Idaho Falls Bedding Company) from the early 1930s to the middle 1970s. Subsequently, the tenant in this building was an auto-body paint and supply store from the middle 1970s to the late 2010s. The building was originally constructed in the 1930s with additions constructed by the early 1970s that consisted of a warehouse to the west of the original building and expansion of the structure to abut the building on the southern part of the Property. Since developed for commercial use, the tenants at the Property have included Idaho Falls Bedding Company (1930 to 1975) and an auto body and paint supply store (1976 to 2017). Since at least the 1940s the Property vicinity has consisted primarily of light-industrial/commercial land surrounded by residential neighborhoods crossed by grid-streets, a major road (Northgate Mile), and railroad. By 1954 a building was constructed to the southwest of the Property. In the 1970s development increased in the Property vicinity primarily filling in vacant land to the east of the Property along Northgate Mile. The adjoining sites to the north were shown with additional development in the form of an L-shaped addition, and a building constructed to the west of the L-shaped building, likely Idaho Steel Products.
The Phase I ESA by EarthTouch (February 2021) revealed evidence of RECs: 1) A 75-gallon gasoline UST located on tax lot -028B. Reportedly, the contents of the UST were removed, and it was filled with sand. No sampling has been completed to evaluate for a release from the UST, 2) A 100-gallon diesel AST located on tax lot -028B. No significant staining of the ground surface around the AST was noted, 3) Storage of numerous containers of hazardous substances at the Property, 4) Six machining units with associated significant evidence of oil spillage including heavy staining on the concrete floor, which had visible cracks and seams, 5) Use of the Property as a foundry from the 193
