The property contained a dilapidated, large residential structure and the City sought to take title to the property to demolish the structure and to prepare the site for in-fill, single-family redevelopment; however the back portion of this residential property once had a sizable electric transformer substation present on it, although it had been removed more than a decade ago. The City wanted to ensure that there were no residual contaminants of concern from the former transformer, and with significant costs already anticipated for demolishing the home, Iowa DNR's 128(a) program assisted with a Phase I and Phase II ESA to determine if any environmental impacts of concern were present on the property; none were found. The City has now proceeded with demolition of the house and they will move forward with marketing the property for home redevelopment with another city program to encourage first-time and lower-income home buyers to build a home on the property.
