Addl Cleanup/Treatment info: The lead based paint and asbestos inspection was conducted concurrently with the Phase I. Demolition of the existing structure was the preferred method of abatement for this site planned for long term affordable residential new construction. All impacted materials were removed from the site and properly disposed of prior to beginning new construction according to all local, state and federal regulations. This projected was financed through a City of Springfield Affordable Housing Loan through our HUD funded program and received a full HUD Environmental Review. Proper removal of contamination was a condition of the loan. Additional the City required that an asbestos and lead inspection be completed as a condition of the demolition permit which was issued on March 25, 2013.

Additional Property Attributes

At the time of assessment in 2013, this was a vacant dilapidated 684 square foot residential rental property impacted with lead based paint and asbestos located in a residential area in City Council Zone 1, northwest Springfield, a Target Brownfields Area. An affordable housing developer, Robert Obrecht, purchased the property and secured a $87,800 City of Springfield Affordable Housing Loan for new construction of rental housing under the HUD funded loan program managed by the Department of Planning and Development. $4,000 of this loan was used to demolish the existing derelict structure and properly remove and dispose of contaminated building materials. The City completed a HUD Environmental Review and project specialist and building inspectors completed all inspections which are on file with the loan documentation. A new 1,152 square foot three bedroom affordable home was constructed and aviable for occupancy on January 3, 2013 for $615.00 per month (not including utilities). The period of affordability is 20 years, so will remain affordable for low/mod income rental until 2033. The home is Energy Star Certified with all new efficient systems and appliances and is currently occupied by a low income family.
