Additional Property Attributes

By 1914, the Property was developed with a commercial building. A filling station operated at the Property for an unknown period of time in the 1930s followed by an auto accessories facility circa 1940. The Property was a farm implements company from at least 1948 to 1987. From 1993 to 2001, a dry cleaning facility operated at the Property. A medical equipment and oxygen supply company occupied the Property from at least 2006 to 2020. A "bulk storage" oxygen tank was added to the Property in 2001. At the time of the reconnaissance, the Property consisted of 0.76 acres of land developed with an 11,550 square-foot, slab-on-grade commercial building comprised of offices, warehouse space, former dry cleaning machine stalls and bathrooms in the west and central portions of the Property. The roof membrane was observed hanging down the north wall of the building. A concrete pad was also observed in the central portion of the Property. The remainder of the Property was developed with paved parking.
The surrounding area consisted primarily of residential development until the mid-1930s, when commercial development including used car sales facilities and automobile part retailers, began south and east of the Property. A roller skating rink and store were noted southeast of the Property by 1948. Several auto repair facilities adjoined the Property to the north, east, and south for various periods of time between 1957 and 2020. IDEM identified the east adjoining grassy lot as a "junkyard" in 2007. At the time of the reconnaissance, commercial development, including contractors and an auto repair facility, adjoined the Property to the north, east, and south. Residential developments adjoined the Property to the west. North Washington Street and East Fischer Street adjoined the Property to the east and south, respectively.
The analytical results of the soil samples identified concentrations of tetrachloroethene above the IDEM RCG Soil Migration to Groundwater Screening Level in the soil samples SB8(12-14) and HA1(0-2). Additionally, concentrations of arsenic were measured above the IDEM RCG Soil Migration to Groundwater Screening Level in a majority of the soil samples collected throughout the Property.
The analytical results of the groundwater samples identified concentrations of tetrachloroethene above the IDEM RCG Residential Tap and Residential Vapor Exposure Screening Levels in the groundwater sample collected from temporary monitoring well SB8, located in the northwest portion of the Property. Additionally, concentrations of total arsenic, total chromium, and total lead were measured above their respective IDEM RCG Residential Tap Screening Levels in the groundwater sample collected from temporary monitoring well SB3. The presence of total arsenic, chromium, and lead in the groundwater sample collected from well SB3 is likely the result of sediment interference, and not indicative of a release of contaminants from an anthropogenic source. This understanding is supported by the absence of arsenic, chromium, and lead from the sample collected from the same temporary monitoring well and filtered by the laboratory to remove suspended solids.
