Additional Property Attributes

The site is an approximately 21,000 SF retail development with undeveloped lots on five (5) adjoining parcels totaling approximately 1.73-Acre parcels located at 1312 through 1346 South Adams Street (Leon County Property Appraiser Parcel IDs 410135 D0040, 410135 D0090 and 410135 D0141), True Fellowship Court (Leon County Property Appraiser Parcel ID410135 D0020) and Harrison St. (Leon County Property Appraiser Parcel ID410135 D0080).

Historical Information
Based on a review of available information, the site was a vacant grass covered area from at least
1938. Dwellings occupied the southwest and then west portion of site from 1941-1949. By 1954,
two commercial buildings were also located on the east portion of site along with the dwellings.
By 1957 a larger and current building on east portion of site was present with parking along the
road. The north portion of the building had an attached canopy to the east, indicating fuel
dispensers were present. A 1965 fire insurance map (FIRM) of the site depicts a "Filling Station"
on the north portion of the site. Review of city directories indicate that a "Sinclair Service Station"
was listed at the site in 1960, 1964, 1967 and 1970. The FIRM also indicates there were a total
of seven (7) stores in the commercial building and five (5) dwellings on the southwest portion of
the site. An additional commercial building was present on the southwestern corner of site by
1973. By 1980, the fuel dispenser canopy was gone, as were the remaining residential buildings.
The west portion of the site was cleared of vegetation and used as unpaved access roads and
parking to the back of the commercial buildings. The historical presence of a fueling and service
station onsite from the late 50s through early 70s is a REC.

Based on records review the property is listed in the
RCRA - Non-Generators / No Longer Regulated (RCRA NonGen / NLR) and RCRA - Very Small
Quantity Generators (Formerly Conditional) (RCRA-VSQG) databases.

According to this review, the site had two (2) 1000-gallon unleaded gasoline USTs, one (1)
1000-gallon diesel UST and one (1) 250 gallon waste oil tank on the site closed in April of 1993.
The waste oil tank was closed in place while and the other tanks were removed from the site.
There was no closure assessment available on online records for the site or available from the
owner. These former tanks are considered a REC for the site.

Additionally, Big B Cleaners #31 was located approximately 206 feet southeast of the site at 1405
S. Adams Street and is listed in the RCRA-VSQG database. According to the Historic Generator
data form, dated 01/17/2012, the facility is described as a Conditionally Exempt Small Quantity
Generator". Hazardous waste found includes Ignitable Waste described as spent halogenated
solvents: Tetrachloroethylene, Methylene Chloride, Trichloroethylene, 1, 1, 1-Trichloroethane,
Chlorobenzene, 1, 1, 2-Trichloro-1,2,2-Trifluoroethane, Ortho-dichlorobenzene,
Trichlorofluoromethane, and 1,1,2, Trichloroethane. This facility is listed in the
PRIORITYCLEANERS, CLEANUP SITES, DRYCLEANERS, and DWM CONTAM databases.
Based on review of documents obtained from FDEPs Nexus information portal, the facility is
undergoing remediation in FDEP's drycleaning program and groundwater contamination from this
facility was inferred to impact the southeast corner of the site in the Upper Floridan Aquifer. This
groundwater impact is a REC to the site.

The following Recognized Environmental Conditions (RECs) were identified in connection with the site:

? A former service station with USTs once operated in the northeast portion of site.
? Chlorinated solvent impacts to groundwater are present on the southeast portion
of site.

Recommendations
? Terracon recommends conducting additional investigation to evaluate subsurface
conditions
