Additional Property Attributes

The structure was built circa 1900. The Building was a confectionary candy store. Over the years the upper levels were utilized as apartments. In recent years the structure was falling apart and severely dilapidated with mold throughout the structures. In 2019 a large portion of the second floor of the backside of building collapsed into the main floor exposing the building to the elements. The roof is on verge of collapsing and a structure engineer has deemed structure unstable. The building is located next door to the city's current municipal building that houses the city's office, fire department and EMS. Given the danger the building poses to not only humans but to neighboring structures the city acquired the property in April 2020 and plans to demolish the structure to make the site ready for reuse. ECIA is working with the city and through the US EPA Brownfields Assessment grant program has provided a Phase I, Phase II, & Asbestos Inspection report to the city. Asbestos above state standard has been identified throughout the building requiring abatement. An RACM demolition cleanup plan has been created for removal of the all building materials as asbestos given the the poor condition of the structure. The Phase I recommended additional sampling regarding potential for petroleum on the property from an old underground oil confinement tank that may have been removed years ago. A Phase II identified lead in the soil slightly above SWS.
RACM demolition completed 4/30/23. Site has been graded and seeded and is ready for redevelopment/reuse.
