Additional Property Attributes

The Property consists of two parcels, the history of which is described on a parcel specific basis below.
Eastern Parcel
As early as 1888, three residences were present on the eastern portion of the Property. Between 1891 and 1934, several iterations of structures were located on the eastern parcel for a variety of uses including residences, undertaker, carriage painting shop, office, electric fittings, taxidermist, upholstery shop, bakery, clothing store, florist, storage workshop, lodging house, deli, shoe repair, and a JC Penney department store. In 1957, the existing on-site building covering the entire eastern parcel was constructed and occupied by JC Penney until at least 1975. The building was vacant in 1980/81, and was occupied by Pelletti's Home Furnishings in at least 1982 and Roger's Home Furnishings in at least 1985. The building was vacant again by 1987. The building was purchased by Morris Properties and fully remodeled in 1987 and 1988. Beginning in 1989, the Washington State Department of Personnel occupied the building through approximately 2015, at which time it was occupied by Mud Bay Inc, a supplier of pet products. Mud Bay Inc vacated the building in March 2021 and the building remained vacant as of the date of publication of this report.
Western Parcel
The western parcel was an intertidal portion of Budd Inlet prior to 1888. By 1891, grade was raised above Budd Inlet with imported material of unknown origin to allow for the development of a stable and livery, with a blacksmith and wagon shop. By 1923, the western parcel was vacant. The Grand Central Public Market occupied the western parcel from at least 1934 to 1955. In at least 1960, a warehouse furniture sales company occupied the western parcel using the former market building and by 1968, the western parcel consisted of the current asphalt parking lot.
Conclusions
In the Environmental Professional's (EP's) opinion, this assessment has revealed no evidence of RECs in connection with the Property and a site investigation is not needed to evaluate whether environmental contamination is present. Although not identified as RECs, the following other environmental concerns were identified for the Property:
? Fill material was placed on the western portion of the Property between 1888 and 1891. The source and nature of the fill materials is unknown. The fill material has the potential to have originated from areas that may contain elevated levels of metals and/or petroleum product constituents. However, the entire area of the Property is either paved over or covered by improvements that make direct contact with any potential remaining concentrations in the soil unlikely. Furthermore, the Property is developed and used for commercial purposes and thus no further action is warranted at this time. However, in the event the Property undergoes future development activities, PIONEER recommends proper soil characterization if any earth moving activities occur, as well as management and disposal of any contaminated soils that may be identified.
? Fire insurance maps indicate that a blacksmith operated in the northwest portion of the Property between 1891 and 1908. No other information was found regarding this business. Historic blacksmith operations generally did not use organic chemicals other than coal and coke. However, there is a potential that heavy metals may have been released to soil by the blacksmith. Should the user of this report desire a greater degree of certainty regarding the potential for contamination, subsurface sampling would be required.
? Fire insurance maps also indicate historical automotive, sign painting, and millinery operations on surrounding sites between 1888 and 1947. Although unlikely given the amount of time elapsed and the lack of reported releases to groundwater (that have not since been remediated), the slight potential does exist for contaminated groundwater to have migrated on to the Property from adjoining sites.
