Additional Property Attributes

The Property was first developed in at least 1904 for residential purposes and then a repair shop was added in 1909. By 1914, a garage was constructed on the Property and used for auto repair. That building was destroyed by fire in 1946, and an approximate 9,000 square-foot building was constructed circa 1947 in place of the former building and used for auto sales and
service/repair. It is believed the building was last used for auto parts sales until it also was destroyed by fire on November 26, 1999. The building was razed sometime between 2011 and 2013 and currently only the concrete foundation of the building remains on the Property. In 2021 the following RECs were identified: * REC# 1: The historical use of the Property as an automobile dealership for sales and service from at least 1929 until 1975 (46 years) is a REC for the Property as operations likely used numerous petroleum products and had potential releases.
* REC #2: Historical records indicate that there was a leaking petroleum fuel UST at the Property that was likely used by the automobile dealership and removed by the ADEQ in 1991. The Property has been listed as a leaking underground storage tank (LUST) site since 1992. The unknown extent of the release and the open LUST file are a REC for the Property.
* REC #3: During the site reconnaissance, at least two USTs may remain in place at the Property. The presence of USTs with the potential for former and future releases is a REC for the Property.
* REC #4: During the site reconnaissance, a former lube pit or subsurface vault of the former auto dealership building was observed. This type of feature is known to be locations for release of petroleum products during auto servicing and, therefore, a REC for the Property.
* REC #5: During the site reconnaissance, an area of distressed vegetation was observed next to the apparent remaining USTs. The condition of the vegetation may be related to prior releases from the USTs during filling operations and, therefore, a REC for the Property.
* REC #6: According to regulatory database records, a former gas station (Frank Tadeo Chevron & Quiktrip #1493) at 1420 G Avenue had a documented release from a UST and an open LUST file with ADEQ since 2017. Based on the proximity of this former facility to the Property, it represents a potential vapor encroachment condition (VEC) and a REC for the Property.
* REC #7: According to regulatory database records, two historical dry cleaners were at 1419 G Avenue and 1424 F Avenue. Dry cleaners are a known source of releases of chlorinated cleaning solvents that are very mobile and persistent in the environment. Based on the proximity of these former facilities, they represent a potential VEC and a REC for the Property. Following the Phase I ESA, a Phase II ESA was completed dated July 2021. * The soil analytical data indicate a release of PAHs in certain samples collected from the Property but not at concentrations that exceed the SRLs. No VOCs were detected in the soil samples. Multiple metals were detected in each of the samples and the reported concentrations of arsenic in twelve of the samples exceeds the SRLs. Based on the pattern of arsenic results, the impacts are likely from naturally occurring source material (soil and rocks) rather than historical site operations (RECs #1, #2, and #5).
* No evidence of a UST was identified at the former UST nest (REC #3). Two of four approximate 10-inch-diameter steel well vaults at the former UST nest were opened and found to each contain steel
4- inch casing that were capped and could not be removed with the available hand tools. The purpose of the apparent wells is currently unknown but may be related to the decommissioning of the former UST, as the GPRS report (Appendix B) suggests evidence of fill material in that area.
* The soil vapor analytical data indicate the presence of several petroleum-related VOCs with the reported concentration of benzene in sample SV02 exceeding the R
