Additional Property Attributes

The Property consists of Assessor Parcel Number 101-05-024 which is approximately 2.35 acres of hilltop land developed with a three-story building that was constructed in 1918 or 1920 by the Calumet & Arizona (C&A) Mining Company as a hospital for employees. The hospital closed in 1930 after C&A merged with Phelps Dodge Mining Company (Ring, 2001). The building was later converted to apartments. The Property also contains four smaller one-story buildings, one of which was originally occupied by a power plant for the hospital. The smaller buildings were also used as an office, a workshop and for storage. Historical records reviewed during this Phase I ESA indicate that the main three-story building on the Property which was originally the Calumet & Arizona Mining Company General Hospital as well as a laundry, a heating plant and a building that housed a transformer and a fuel oil tank were likely constructed around 1920. By 1947 the hospital had been converted to apartments and four additional buildings were constructed for at least 26 automobiles assumed to belong to renters and an apartment manager and staff. The apartment building was closed and all tenants were evicted by the City of Bisbee in December 2019 (Herald Review, 2019). * Because of the age of the main buildings at the Property (1918 to 1920), Stantec completed a Regulated Building Material (RBM) Survey at the property and identified lead-based paint (LBP) and asbestos-containing materials (ACMs) in these structures (Stantec, 2021). This is considered a BER due to the potential need to abate, remove, or manage these materials during any future renovation or demolition that may be planned as part of site redevelopment.
* It is known that smelters for processing copper ore operated in Bisbee between the early 1880s and 1904 when these operations were relocated to Douglas where they operated until 1987. In 2014, Freeport-McMoran the successor owner of the two smelters started a program to provide free soil testing for metals for any residents whose yards may have been impacted by smelter operations. The program included replacement of soil, if appropriate. Although the results of both programs are currently unavailable, the potential for elevated concentrations of metals in soil at the Property is considered a BER, particularly if future use includes gardening or occupation of residential apartments or other onsite dwellings by families with small children. A Site Reuse Plan for future housing has been completed for the property under the grant following the Phase I/II ESAs.
