Additional Property Attributes

The Property is estimated to be approximately 4.3 acres in area. North Avenue borders the Property on the east and West Kayetan Drive borders the Property on the south, the large soccer fields of Cyr Center Park border the Property on the north, and the undeveloped Soldier Creek borders the Property on the west. The history of the largest portion of the Property (parcel 10661004A) is that it was developed between 1960 and 1970. The south end of the parcel extends across W. Kayetan Drive, approximately 80 feet beyond the south edge of the Property. It was used for almost 60 years for several purposes including a wastewater treatment plant, public works yard and for storage of recycling bins. The southern portion of the Property was used by the City's animal control shelter from 1992 until 2010. Between 2019 and 2021 the remaining buildings were demolished, vegetation was removed, and the parcel was graded and left vacant, which is its current condition. The northern portion of the Property (parcel 10661005) has been used from 2008 to the present by the City of Sierra Vista's Parks and Recreation Department as a maintenance facility. The north end of this parcel extends approximately 110 feet beyond the north edge of the Property.. The west portion of the Property is formed by an approximately 1.6 acre portion of Parcel 10661006A - which is a large parcel centered on Soldier Creek Wash and which extends nearly � mile south of the southern edge of the Property and W. Kayetan Drive. Parcels 10661004A and 10661006A: The Property owner (City of Sierra Vista) indicates that portions of this parcel were utilized as a wastewater treatment plant, public works yard and for storage of recycling bins since the 1950s and historical records suggest this usage likely started between 1960 and 1970 and ended between 2019 and 2021 (a period of as much as 60 years). The lengthy use of the Property for these activities provided opportunities for potential release of petroleum and hazardous substances. This is a REC.
Historical aerial photographs indicate soil staining was present in several areas around buildings at the Property. This is especially obvious in photos taken in 1984 and 1996. In addition, these photographs also show soil staining in an offsite area to the west of the Property, in the vicinity of the outlets for two drainage pipes extending from the Property and passing beneath the the west perimeter fence. Therefore, it appears that the offsite staining may be attributable to onsite activities. This is most obvious on photographs from 2015 and 2019. Staining is evidence of a release and is a REC.
The following activities at the Property may have resulted in releases: (1) the area occupied by the clarifier for the sewer treatment plant, (2) areas where equipment and vehicle parking occurred of bare soil, (3) the "oil pit", (4) areas where recycled oil, virgin motor oil, antifreeze and transmission fluid were stored on bare soil, (5) the area formerly occupied by fuel pumps, and (6) the cleaning area outside the former wood shop/facilities building. These various potential onsite release areas for petroleum and/or hazardous substances are RECs. Although the three fuel USTs that were previously present at the Property were all removed in 1991, one of the USTs on the Property was identified as a LUST which had a reported release. The release was cleaned up to Health Based Guidance Levels and ADEQ gave the Property a clean closure in 1995. However, the State of Arizona developed more stringent Soil Remediation Levels in 2007 so this LUST release is both an HREC and a REC. The pile of discarded soil (origin unknown) is indicative of a release. It is a REC. Parcel 10661005: There is no evidence of a HREC, CREC or REC on this portion of the Property.
