Addl Cleanup/Treatment info: Results of Phase II ESA sampling indicated no impact to soil from historic or current site operations. The groundwater onsite contains concentrations of concern (COCs) above the LDEQ Risk Evaluation/Corrective Action Program (RECAP) Screening Standards. Elevated COCs were further assessed under calculated site-specific risk based standards, indicated that no COCs exceed these site-specific standards (MO-1 Limiting RECAP Standard). Based on this information, the soil and groundwater evaluated at the property do not pose a risk to human health or the environment. Asbestos containing material (ACM) was identified in window caulking on exterior windows, and lead-based paint (LBP) was identified on white cinderblock walls in one room on the interior of the building. The ACM and LBP are currently secure, and the owners have been advised of options to address the ACM and LBP as applicable. Additional Property Attributes

Former Use: The property has a history of residential and commercial use including a Cedar Chest manufacturing factory, a furniture warehouse, and railroad tracks. The most recent use, Giordano Furniture Manufacturing Company, dates back to 1950-1979. The property includes a concrete floor building, spray booth, lumber shed & piles. At the time of acquisition, the site was underutilized as a warehouse to store manufactured furniture. The Property can be accessed through a double chain-link gate from Desire Street or through a single chain-link gate and/or warehouse doors from Royal Street.


RPC conducted a Phase I ESA on behalf of the Krewe of Red Beans (report dated 10-1-2021) prior to their purchase of the site in Nov. 2021. RECs identified include:
* Potential soil and groundwater contamination from historical furniture manufacturing machinery and paint/varnish spraying operations on the Property beginning in approximately 1950 and the associated vapor encroachment concerns (VECs).
* Potential soil and groundwater contamination from historical lumber yard operations on the southeastern portion of the Property and remnant railroad ties on the central portion of the Property.
* Potential soil and groundwater contamination from industrial operations on the surrounding property to the south since approximately 1908, including G.W. Dunbar's Sons Packers and Canned Goods Factory and associated boiler, Bush Faust Lumber Yard, a seafood packing and shipping facility, a washing machine repair shop, an auto body and painting repair shop, an iron warehouse, and adhesive plant and the associated VECs, that may have migrated onto the Property.
* Lead and asbestos in building materials.

The RECs at the site were assessed under the LDEQ TBA program, and the Phase II ESA, which included a lead-based paint (LBP) and asbestos containing materials (ACM) survey was completed in November 2022. Results of Phase II ESA sampling indicated no impact to soil from historic or current site operations. The groundwater onsite contains concentrations of concern (COCs) above the LDEQ Risk Evaluation/Corrective Action Program (RECAP) Screening Standards. Elevated COCs were further assessed under calculated site-specific risk based standards, indicated that no COCs exceed these site-specific standards (MO-1 Limiting RECAP Standard). Proposed Reuse: The Krewe of Red Beans started during COVID as a nonprofit to support New Orleans culture bearers including artists, musicians, and restaurants. The proposed reuse is as a multi-functional community center (open to the public) and Mardi Gras Krewe den called Beanlandia which will include: Museum of Beans to highlight New Orleans culture artists; space for the community to gather to make crafts and for Krewe of Red Beans members and the community to make Mardi Gras throws & costumes; cultural events; film screenings focused on New Orleans culture; performance space with a specific focus on local artists and kid friendly events (e.g. music that starts earlier in the evening); oyster bar and oyster operation; and space for Mardi Gras artists to design floats. The $3.5 million renovation cost is being crowd-funded by KRB, which will be re-invested back into the community by creating jobs and revenue to support New Orleanians.
