Additional Property Attributes

The property is currently used for commercial, office, and storage space. It is approximately 0.87 acres in size and rectangular in shape. There are two buildings connected by a staircase corridor located on the southeastern portion of the property. The building located on the northwestern side is approximately 4,564 square feet in size, and the building to the southeast is approximately 5,362 square feet in size. The buildings have three stories. The northwestern portion of the property consists of two different concrete paved parking lots. The parking lots cover an approximately 24,955-square-foot area.

The adjoining properties currently consist of a former Regions bank building to the north, the Natchez Guest House to the northeast, a vacant building to the east, the Former Eola Hotel building to the south, commercial properties to the south and southwest, the Natchez Museum-African American Culture center to the southwest, the Wilcox Energy Building to the west, and a site under construction to the northwest.

A Phase I Environmental Site Assessment (ESA) was conducted on June 16 ,2021 and identified the historical auto repair operation on the Central Portion of the Site as a Recognized Environmental Condition (RECs) at the Fry Building Site. Using our EPA Brownfield Coalition Assessment Grant, a Site-Specific Quality Assurance Project Plan (SSQAPP), approved and signed by MDEQ and EPA (December 28, 2021), was developed to (1) identify and quantify (nature and extent) asbestos containing materials (ACM) from within the Fry Building and (2) delineate the nature and extent of petroleum hydrocarbons or other potential contaminants of concern related to past uses of the property, particularly the Central Portion of the Site where an auto service shop once operated. According to the analytical results, 39 of the 131 samples collected from the Fry Building were identified to contain asbestos. This conclusion is based on the EPA definition of an ACM as material composed of ".greater than 1% asbestos."

From the Phase II Environmental Site Assessment (ESA) work conducted during February 15-16, 2022, concentrations of benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, dibenz(a,h)anthracene, and indeno(1,2,3-cd)pyrene were detected in soil samples collected from the 0 feet BGS to 2 feet BGS interval in soil borings SB-1, SB-2, SB-3, SB-4, and SB-6 at concentrations above their respective MDEQ Tier 1 Unrestricted and/or Restricted Target Remediation Goals (TRGs) in the Central Portion of the Site. The extent of these contaminants was determined to be limited to the surficial soils after additional subsurface samples indicating levels below MDEQ TRG or "non-detect.". Arsenic was identified, but after conferring with MDEQ and the Brownfield Risk Procedures and USGS data, it was determined that arsenic is likely naturally occurring in this area, requiring no further assessment or cleanup. MDEQ has concurred that the site is adequately characterized with an acknowledgement letter.

Natchez conducted a Phase II ESA and asbestos survey at the Fry Building Site to determine environmental conditions and submitted them to EPA (ACRES No. 250839).
