Additional Property Attributes

2021 Assessment of entire three parcels of land totaling 29.72 acres that was formerly Avondale Mills, a textile manufacturer that manufactured cotton fabrics, yarn, and ropes from 1913 to 2006. The property was fenced and vacant. Only two buildings remained intact on the property. The remaining parts of the mill buildings were limited mostly to the basement areas of both buildings except for the concrete pillars and floor slabs in a four-story section of a building. This industrial site is located in the center of the City and has been targeted for substantial mixed-use redevelopment (education/training facilities, retail, athletic fields, community gardens, greenspace, etc.).

2024 Assessment of one parcels of land totaling 10.64 acres historically used as part of the former Avondale Mills facility. All the previous buildings on the subject property have been demolished and removed, and there are no structures remaining except a large brick smokestack located on the southern portion of the property, that was formerly part of the Central Plant building and a wooden retaining wall on the northern portion of the property that was formerly part of the Catherine Mill Plant building. There is a flowing stream across the western portion of the subject property, running southeast to northwest, with a dry canal streambed running east to west, connecting at the northwest corner of the property. Much of the subject property is overgrown, with some scattered areas of gravel and a large asphalt parking area across the northern portion of the property. The property is bordered by North Norton Avenue to the east, with an electrical transformer station and a vacant lot to the east of the roadway. The adjoining properties to the north, west, and south were all formerly part of the Avondale Mills facility. The adjoining properties to the north are currently a bus storage facility for the Sylacauga City School System and a trucking warehouse to the northwest. The adjoining properties to the west and southwest are vacant, and the adjoining property to the south is used as a lumber warehouse. The surrounding area is primarily residential beyond the adjoining properties.

This assessment has revealed the following RECs, controlled recognized environmental conditions (CREC), and/or significant data gaps (SDG) in connection with the subject property:

* Former textile mill on the subject property. This is an approximate 52-acre mill complex, which included the approximate 10-acre subject property where the Catherine Mill building and a portion of the Central Mill building were located; the approximate 18-acre property adjoining to the west that contained the Eva Jane East and West buildings; the approximate 16-acre southern adjoining properties which contained the Eva Jane Finishing Plant, most of the Central Mill building, and a cotton warehouse, and an approximate 8-acre non-adjoining property to the west that contained the Eva Jane Fabric warehouse. Avondale Mills was in operation from 1913 until 2006. The facility manufactured cotton fabric, yarn, and rope, and had significant use of petroleum products in various areas of the facility. Potential environmental concerns associated with the former mill activities on the subject property include:

* Petroleum use and storage on the property. The facility was in operation from 1913 until 2006 and utilized various machine shops, boiler rooms, fuel storage tanks, auto repair shops, and engine rooms. A Phase II ESA was conducted in 2021 on the potions of the mill complex that remained vacant which included the 10-acre subject property and the adjoining 18-acre property to the west. The assessment included soil, sediment, and/or groundwater sampling at 32 locations. Nine soil and groundwater sampling locations and two sediment sampling locations were on the subject property.
