Additional Property Attributes

Cardno completed a Phase I ESA of the Site in November 2021. The Phase I ESA indicated that no RECs were impacting the property. Additionally the following conditions were observed: On-Site De Minimis Conditions:
Cardno observed a debris pile on the subject property. Cardno observed a small area of burnt
wood products mixed will soil on the Site. Due to the small volume and absence of regulated
petroleum and/or hazardous substances in the majority of wood building materials, it is highly unlikely this debris has adversely impacted the Site. As such, the debris is considered a de
minimis condition.
Off-Site Noteworthy Environmental Findings
The building to the west of the property (Former Markwardt Building) was used as an automotive repair garage and gasoline service station. This facility historically supported three in-ground hydraulic lifts, one oil-changing pit, and petroleum USTs. Cardno completed a Phase II ESA of this property on behalf of the Client (City of Chiloquin) in August 2021. Soil and groundwater samples were collected throughout the property, including along the adjoining
property line between this facility and the Site. Groundwater samples did not contain concentrations of hazardous substance or petroleum constituents exceeding applicable Oregon Department of Environmental Quality residential and/or occupational RBCs, with the exception of lead in soil above the leachability RBC. Further, groundwater is expected to flow west across this property towards the Williamson River and away from the Site. Based on the results of this Phase II ESA, and the property's hydraulic downgradient location with respect to the Site, the historical automotive repair and UST-system operations on at this facility are mitigated as a contaminant threat to the Site, and are not considered a REC.
