Additional Property Attributes

Cardno completed a Phase I Environmental Site Assessment (ESA) of the commercial property known as the HIRVI Building, located at the southeast corner of South 1st Avenue and East Chocktoot Street, in downtown Chiloquin, Oregon. The Site premises are improved with an approximately 7,992 square-foot building surrounded by primarily commercial properties. Cardno discovered no evidence of RECs associated with on-Site sources. Cardno identified the following off-site REC during this Phase I ESA:
Off-Site RECs
1. The Former Chiloquin Cleaning and Pressing is listed on Oregon Department of Environmental Quality's (ODEQ) Environmental Cleanup Site Information (ECSI) database (ODEQ ID#3182) and the FINDs database. Field reconnaissance proved this property is now a vacant lot used for surface parking, located approximately 150 feet directly to the east and upgradient with respect to the Site. According to the Environmental Database Report report, ODEQ added this site to the ECSI database for tracking as a former dry-cleaning facility in November 2001. Due to close proximity, absence of soil or groundwater analytical investigations on this property, and inferred groundwater flow direction towards the Site, there is the potential for hazardous substance impact to the Site subsurface if a dry-cleaning chemical release occurred at this facility. Based on the above-listed information, this historical facility represents a
contaminant threat to the Site groundwater, and is considered a REC and potential vapor intrusion concern.
Non-Scope Items
Based on observations during the Phase I ESA inspection, the following two non-scope issues were identified:
* The on-Site building was developed in the early 1920s and contains several suspect asbestos containing materials (ACM). Prior to the demolition or renovation of the buildings, it is recommended that building be tested for the presences of ACM. If the presence of ACM is confirmed, it should be abated prior to renovation or demolition.
* The on-Site building was developed prior to 1978 and contains suspect lead-based paint (LBP). Prior to the disturbance of these materials, it is recommended that they be tested and abated if necessary.
