Additional Property Attributes

Cardno, Inc. (Cardno) completed a Phase I Environmental Site Assessment (ESA) of the commercial property known as the Former Hotel Assemblage, located near the northeast corner
of North 2nd Avenue and East Chocktoot Street, in downtown Chiloquin, Oregon. The Site premise is improved with a vacant two-story building of approximately 5,900 square-feet, adjoined to the east via a party wall by a vacant single-story building of approximately 1,800 square-feet. Cardno identified the following RECs during this Phase I ESA:
On-Site
The single-story building on the Site's east parcel was identified as a "Printing" facility in the 1931 Sanborn fire insurance map. Hazardous substances (solvents) were commonly used by printers in the cleaning and maintenance of equipment, and were likely used during this facility's historical operations. No further information was available regarding the printing facility's period of operation or processes. Based on the potential for historical on-Site use of hazardous substances, this facility represents a contaminant threat to the Site and is considered a REC and potential vapor intrusion concern.
Off-Site
The Former Chiloquin Cleaning and Pressing is listed on ODEQ's ECSI database (ODEQ ID#3182) and the FINDs database. Field reconnaissance proved this property is a vacant lot located on an adjoining property southeast of the Site, and no longer operating as a drycleaning facility. According to the EDR report, ODEQ added this site to the ECSI database for tracking as a former dry-cleaning facility in November 2001. Groundwater in the vicinity of the Site has been measured flowing to the northwest or west, placing this historical facility hydro-geologically up- or cross-gradient with respect to the Site. Due to close proximity, absence of soil or groundwater analytical investigations on this property, and inferred groundwater flow direction towards the Site, there is the potential for hazardous substance impact to the Site subsurface if a dry-cleaning chemical release occurred at this facility. Based on the above-listed information, this historical facility represents a contaminant threat to the Site, and is considered a REC and potential vapor intrusion concern.
Based on observations during the Phase I ESA inspection, the following two non-scope issues were identified:
- The on-Site buildings were developed in the early 1920's - 30's and contain several suspect asbestos containing materials (ACM). Prior to the demolition or renovation of the buildings, it is recommended that building be tested for the presences of ACM. If the presence of ACM is confirmed, it should be abated prior to renovation or demolition.
- The on-Site buildings were developed prior to 1978 and contain suspect lead-based paint (LBP). Prior to the disturbance of these materials, it is recommended that they be tested and abated if necessary.
