Additional Property Attributes

The site is located at 321 Fullington Avenue Pinehurst, GA in Dooly County, having a tax parcel number of P146. The site is 0.63 acres and the two-story building that sits on the western portion of the site is 2,288 square feet. The building was originally built in 1956 and was expanded in 2003. The property was originally purchased in 1975 by Mrs. Cleo Roberts, it was sold to the Bank of Pinehurst in 1978. The site was purchased by the Dooly County Industrial Development Authority in 2014. The building sits on the west portion of the site with a parking lot in the center of the site and vacant land to the east. The site is currently being used as an office space.

The site appeared to be vacant land with several trees until sometime between 1953 and 1966 when it appears that a residential structure and an agricultural storage structure were developed on the site. The property was originally listed as belonging to Mrs. Cleo Roberts in 1975 and was purchased by Bank of Pinehurst in 1978. Although not specifically stated in the research, it is assumed that the residential building was then used as the commercial bank building. According to the Dooly County Tax Assessor, the building underwent renovations and was expanded in 2003. The building expansion is evident in the 2007 historical aerial image. The site was purchased by Dooly County Industrial Development Authority in 2014.

At the time of site reconnaissance, the site was observed to have a two-story building in the west area of the property, a parking lot in the center of the property, and vacant land in the east area of the property. During the site reconnaissance, two pole-mounted transformers were observed onsite. Some transformers contain mineral oil which may contain PCBs however, no information with regard to the PCB content of the transformer fluids was observed. No signs of a release (such as staining, distress vegetation, etc.) were observed in relation to the observed transformers. The observed pole-mounted transformer is not a REC.

We have performed a Phase I ESA consistent with the procedures included in the ASTM Practice E 1527-13 at the property located at 321 Fullington Ave Pinehurst, Georgia. No Recognized Environmental Conditions (RECs) were identified in connection with the site.

Terracon did not identify any RECs associated with the site; therefore, no additional investigation is deemed necessary at this time.

Suspect asbestos and LBP containing materials were observed within the onsite structure during the Phase I site reconnaissance. Following approval of the site-specific quality assurance project plan, the hazardous materials survey was conducted. The results of the survey indicated no asbestos-containing material was identified at the property. Lead-based paint was identified in the blue and white paint on the attic wall. The lead-based paint is encapsulated by other paint layers, so there is no immediate action required. Any future remodeling will take into account the findings of the hazmat survey.
