Additional Property Attributes

The site is identified as tax parcel numbers 73A 13, 73A 14, 73A 17, 73A 19B, and 73B 6. The site is approximately 162.48-acres with 5 parcels located at 597 Josh Street in Unadilla, Dooly County, Georgia. The consists of vacant wooded and agricultural land.

Historical Information
According to the historical aerial maps, the site appeared to be agricultural, open, and wooded land with residential structures in the southern portion as early as 1937 to 1958. The residential structures no longer appeared onsite in 1966. The site remained the same until 2010, when the northern portion began to operate as an RV park. RVs and sheds are visible in the northern portion of the site in 2010 to 2013. The central portion of the site was used as industrial usage (concrete plant, DOT project office) with visible large ASTs, dump trucks, conveyer belts, and heavy equipment on the 2013 aerial, but no longer in 2017. The site is agricultural, open, and wooded land with sheds in the northern portion in the most recent aerial of 2017.
The site was is identified in the NPDES and TIER 2 databases under APAC Ballenger Dooly County Concrete Plant. Based on historical aerial photographs for industrial usage (concrete plant, DOT project office, lumber site) and field observations, the facility listing has been identified as a REC associated with the site. The REC evident at the site is limited to the past industrial operations on the site.

Several facilities within the vicinity of the site were identified in the environmental regulatory databases reviewed. The Williams-Pitts Oil Station #3 / Baba Stop listed as a LUST, UST, AST, and Financial Assurance, historical aerial photographs as a filling station has been identified as a Historical Recognized Environmental Condition (HREC) associated with the site. The historic release from the facility is considered a HREC to the site as the release has been investigated and remediated to the satisfaction of the GEPD. The remaining facilities listed in the database report do not appear to represent RECs to the site at this time based upon regulatory status, apparent topographic gradient, and/or distance from the site.

According to the site contact, Scotty Mashburn, the 73A 17 tax parcel was previously used by the Department of Transportation (DOT) as a project office while interstate widening operations took place. To Mr. Mashburn's knowledge, no tanks were located on-site. However, the site is depicted on the 2013 historical aerial photograph for industrial usage (concrete plant, DOT project office) with visible large ASTs, dump trucks, conveyer belts, and heavy equipment. Significant soil staining and vegetative discoloration was observed in the area of the previous concrete plant operations in the central portion of the site. Based on field observations, the staining appeared to be approximately 3" deep in several 20'x20' sections. Due to the significance of the staining observed, the noted staining is considered a REC to the site. The REC evident at the site is limited to the past industrial operations on the site.

Based on the scope of services, limitations, and conclusions of this assessment, Terracon identified REC that has the potential to adversely affect the site, as such, additional investigation is warranted at this time.

Environmental planning activities were performed at the Unadilla Industrial Park property located in Unadilla, Dooly County, Georgia, ACRES ID 250950. Terracon's review of topographic maps and National Wetland Inventory (NWI) maps indicated that areas of freshwater forested /shrub wetland are located along the northern subject property border close to HWY 230. In May 2024, a wetlands delineation survey was conducted at the site. One wetland and two streams (both perennial) were identified and mapped for the site. This information will allow the owner to design protections for these areas during the redevelopment planning process.
