Garden Oaks Elementary was built in 1955 and was used as an elementary school until 2003. From 2003 to 2021, Oklahoma City Public Schools (OKCPS) leased the building to a nonprofit group (different from the current owner). In 2021, a non-profit called Alpha Community Foundation of Oklahoma (ACFO) purchased the property from OKCPS. ACFO plans to renovate the building into a community center, library, office space, classrooms, gym, and recreational center. They plan to put baseball fields, basketball courts, and a community garden on the outdoor portion of the property. ODEQ has awarded ACFO a $350,000 subgrant from it's BRLF grant to cleanup asbestos in the building. The asbestos abatement is complete. We are going to asses this site with our 128a Infrastructure grant to see if lead-based paint is present in the building. We have extended the RLF subgrant in case we find lead-based paint in the building. Lead-based paint and/or settled lead dust was present and a Lead-Based Paint and Settled-Dust Survey was provided to DEQ. One June 23, 2023, DEQ provided EPA with a Phase II TBA Executive Summary for Garden Oaks. DEQ is currently awaiting to determine if Garden Oaks is interested in submitting an application for DEQ to possibly assist in the cleanup efforts through DEQ's Brownfields Revolving Loan Fund.

On May 6, 2024, DEQ went to Garden Oaks to conduct a site-visit and take photographs; this is where DEQ was able to learn about the leveraged funding for the redevelopment.
