The site consists of approximately 22.89 acres that is located at 3500 Pateville Road in Cordele, Crisp County, Georgia. The site is currently an open field, with areas of tress, vacant lot.
Historical Information
Based on review of historical documents, the subject property appeared to be vacant grassed/agricultural and wooded land with Byrds Mill Road as early as the 1937 aerial photograph and remained relatively unchanged in comparison with the present-day conditions.
The surrounding properties predominately consisted of grassed/agricultural and/or wooded land with scattered residential properties along Pateville Road as early as the 1937 aerial photograph. A warehouse structure was developed to the south of the site and a commercial structure with a water tower was shown to the north of the site as early as the 2007 aerial photograph. The present-day adjoining property was developed as early as the 2013 aerial photograph.
The Stella Jones Corporation was listed in the RCRA-LQG database on February 28, 2020 for having ignitable waste, various spent halogenated solvents including tetrachloroethylene, wastewaters, process residuals and preservative drippage from wood preserving processes from plants that use chlorophenolic formulations, creosote, inorganic preservatives including arsenic and chromium, and bottom sediment sludge from the treatment of wastewaters from the wood preserving process that use creosote and pentachlorophenol. The facility has been listed in the RCRA-LQG database since 2012. Several violations were reported for the facility, but all appeared to be resolved.
The TRIS database keeps a record of over 300 listed toxic chemicals that facilities release directly to the air, water, land, or that are transported off-site. The facility is identified in the TRIS database for arsenic compounds, polycyclic aromatic hydrocarbons (PAHs), chromium compounds, pentachlorophenol, and dioxins and dioxin-like compounds. The site is also identified in the AST database for an AST that is currently owned by the Stella Jones Corporation. The contents and the size of the AST are not reported.
The facility is also identified in the HMIRS database and several times in the ERNS and SPILLS databases and is further discussed in Section 4.1.
Based on Terracon's review of the information provided, the Stella Jones Corporation facility is considered an off-site Recognized Environmental Condition (REC) to the site due to the use of regulated use of hazardous waste, topography and inferred direction of groundwater flow relative to the site and close proximity to the site.
After approval of the SSQAP, a Phase II ESA was performed at the site. The Phase II ESA consisted of soil, sediment, and groundwater sampling. The soil analytical results indicated the presence of acetone, arsenic, barium, chromium, lead, selenium, dioxins, and furans above laboratory detection limits. The sediment analytical results indicated the presence of acetone, methyl acetate, arsenic, barium, chromium, lead, dioxins, and furans above laboratory detection limits. The groundwater analytical results indicated the presence of acenaphthene, fluorene, naphthalene, pyrene, dioxins, and furans above laboratory detection limits. None of the constituents detected during the Phase II ESA were above the Georgia EPD Release Notification Concentrations.
