Additional Property Attributes

The structure was built circa 1900. The Building was initially the city hall. Over the years the upper levels were utilized as apartments. In recent years the structure was falling apart and severely dilapidated with mold throughout the structures. The structure was adjoined to 211 Broadway St, in 2019 a large portion of the second floor of the backside of building collapsed into the main floor exposing both buildings to the elements. The roof collapsed in sections and a structure engineer deemed the structure unstable. This building and 211 Broadway St are located next door to the city's current municipal building that houses the city's office, fire department and EMS. Given the danger the building poses to not only humans but to neighboring structures the city acquired the property in April 2020 and demolished the structure to make the site ready for reuse. City obtained a Phase I, Phase II, Asbestos Inspection and Soil & Groundwater Management Plan to the city. Asbestos above state standard has been identified throughout the building requiring abatement. Given the condition of the structure a RACM demolition cleanup plan was created to assist with site cleanup. The Phase I recommended additional sampling regarding potential for petroleum on the property from an old underground oil confinement tank that may have been removed years ago. A Phase II was conducted and found only lead slightly above SWS. A Soil and Groundwater Management Plan regarding lead in the soil was created for use during cleanup.
