Addl Cleanup/Treatment info: No target analytes were identified in the soil and soil gas samples analyzed from the subject property at concentrations above the laboratory method detection limits (MDLs) and/or applicable screening criteria. Naphthalene was detected in groundwater sample SB/TMW-2 at a concentration above the EPA Tapwater Regional Screening Level (RSL). However, the subject property is connected to a municipal drinking water source and, therefore, the groundwater ingestion pathway is incomplete. Naphthalene is sufficiently volatile and toxic to pose a vapor intrusion (VI) risk; however, a preliminary VI evaluation using the EPA Vapor Intrusion Screening Level (VISL) calculator predicted a site indoor air concentration well below the target concentration for VI risk. No other concentrations of target analytes were identified in the groundwater samples analyzed from the subject property above the laboratory MDLs and/or applicable screening criteria. The RECs associated with the subject property identified in PM's December 2021 Phase I ESA have been adequately assessed. Based on the expected continued use of the property for commercial purposes, no further investigation is warranted.

Additional Property Attributes

Standard and other historical sources were able to document that the property was developed prior to 1917 with two barns on the southern portion; a portion of a dwelling on the northeastern portion (the remainder on an east adjoining property); and an alleyway on the central portion. The barns were occupied by a hitch tenant and a veterinary tenant in at least 1917 and likely from construction. Between 1917 and 1927, the eastern barn was demolished with the remaining barn demolished between 1927 and 1944. Between 1927 and 1944, the southern portion of the current commercial building and a barn were constructed on the southern portion; and two barns were constructed on the northern portion. Between 1944 and 1951, a portion of a boiler house (the remainder on an east adjoining property) was constructed on the eastern portion. The southern barn was occupied by a sales tenant in 1944, likely associated with automotive sales and service operations in the commercial building. By 1951, the southern barn was converted into a storefront and was occupied by a chicken hatchery tenant, and an addition was constructed to the western face between 1951 and 1958 connecting it to the current commercial building. The southern-most northern barn was occupied by a sales tenant from at least 1944 until 1951 (likely from construction). It is likely that the northern barns were both associated with the former tractor and automotive sales tenant in the commercial building. The northeast dwelling was demolished between 1951 and 1958 and the boiler house was demolished between 1958 and 1962. Between 1962 and 1970, one of the barns was demolished and an addition was constructed to the northern face of the remaining barn. Between 1944 and 1951, additions were constructed at various times on the commercial building. The commercial building was occupied by an automotive and tractor sales and service tenant from at least 1944 to 1975. Additionally, from at least 1944 to 1965, gasoline dispensing operations took place in the southwest portion of the property, south of the commercial building. Between 1971 and 1974, the southern portion of the northern barn was demolished, and an addition was constructed in its place connecting the barn to the commercial building to complete the current layout.

PM interviewed the current owner (Mr. Eustace) who indicated that the building was formerly occupied by a rug manufacturing tenant in the northern portion, a screen-printing tenant, and an electrical shop tenant. Mr. Eustace indicated that he thought the rug manufacturing tenant would have occupied the northwestern portion of the commercial building when it was constructed but was unable to provide a timeframe on when the operations would have ceased. Additionally, Mr. Eustace was unable to provide a time frame of when these other tenants occupied the building. Local street directories document that the building was occupied the George Alcott Company in 1995; however, PM was unable to document the operations associated with this tenant. PM was unable to determine the former use of the property from 1975 to 2012 through review of reasonably ascertainable records. The lack of documented historical uses hinders PM's ability to identify RECs associated with the former operations, which represents a significant data gap. The building has been vacant since at least 2012.
* A previous Phase II ESA was completed for the subject property in 2008 to assess a historical underground storage tank (UST) system formerly utilized onsite and the historical use of the subject property and surrounding area. Soil samples were collected from northeast, east and south of the subject building and were analyzed for volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAH), and lead. No VOC or PAH contamination was documented in the soil above Alabama Department of Environmental Management (ADEM) UST Initial Screening Levels (ISLs); however, lead was documented exceeding
