Additional Property Attributes

Standard and other historical sources document the property was developed with a former building in the southeastern portion prior to 1893. The former building was occupied by a photographer from at least 1893 to 1899. A former storefront building in the southwestern portion was constructed between 1893 and 1899 and was occupied by an agricultural implements business in at least 1899. The former buildings were demolished between 1899 and 1902 and the property was redeveloped with the current building in 1902. The building was occupied by a hardware store in at least 1913, a public garage in at least 1930, a coin laundromat from at least 1984 to 1992, was vacant of occupants from the 1990's until 2002, occupied by a bakery in at least 2002, and has been occupied by various office and/or medical office operations since 2006. As discussed above, PM was unable to confirm the occupants of the property at various points since developments and is a significant data gap.

Review of historical Sanborn maps document the subject building was occupied by a public garage in at least 1930 and operations associated with the garage may have included automotive service operations. Historical interior waste streams associated with the potential former automotive service operations would have consisted of general hazardous substances and/or petroleum products. This time period preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the potential former automotive service operations are unknown and may be a source of subsurface contamination.

The following adjoining and/or nearby REC has been identified: Review of historical Sanborn maps document two gasoline underground storage tanks (USTs) were located directly south of the subject property within the East Main Street public right of way in at least 1930. No known assessment or removal of the UST was available. Based on the close proximity of the gasoline dispensing operations and associated USTs to the subject property, the potential exists a release has occurred and migrated onto the subject property.

On February 28, 2022, PM completed subsurface investigation activities at the subject property that consisted of advancing four soil borings (SB-1 through SB-4) to a maximum depth of 20.0 feet bgs and collecting eight soil samples for laboratory analysis of VOCs, PNAs, PCBs, and metals (cadmium, chromium, and lead) to assess the RECs identified in PM's December 2021 Phase I ESA. Three of the soil borings (SB-2, SB-3, and SB-4) were advanced in the basement of the subject building with a depth of approximately 8.0 feet bgs.

No concentrations of VOCs, PNAs, PCBs, or metals (cadmium, chromium, and lead) were detected in any of the soil or groundwater samples analyzed from the subject property during PM's March 2021 site investigation above the laboratory MDLs and/or SDBLS.

Based on the absence of target analytes above the most restrictive Part 201 Residential cleanup criteria in the soil samples collected from the subject property, the subject property is not a "facility" as defined in Section 20126(1)(c) of Part 201, of P.A. 451 of 1994, as amended.

The onsite and offsite RECs identified in PM's December 2021 Phase I ESA have been adequately assessed and no further investigation is warranted.
