Cardno completed a Phase I ESA at the Site in January 2022. The following RECs were identified:
On-Site RECs
No RECs associated with on-Site sources were discovered during this assessment.
Off-Site RECs
1. Fetsch's Dry Cleaners (REC #1) - Fetsch's Dry-cleaning is listed under Oregon Department of Environmental Quality's (ODEQ)Environmental Cleanup Site Information (ECSI) database (ID# 3208) for recommended assessment due to historical dry-cleaning. Based on a review of fire insurance maps, a dry cleaner was located adjacent to the northeast corner of the Site, at 14 North E Street. The 1941 map depicts a dry-cleaning room abutting the alleyway directly adjacent to the Site. ODEQ added this facility to the ECSI database in 2002 due to suspected hazardous substance contamination. Soil and groundwater samples were subsequently collected from the property in 2020 by Cardno under SCOEDD's Fiscal Year 2018 EPA Brownfield Assessment Grant and minimal concentrations of volatile and semi-volatile organic compounds were discovered. Due to the potential for vapor intrusion from volatile compounds discovered in the subsurface, Cardno returned to the property to collect sub-slab soil gas, indoor air and outdoor air samples for volatile organic compound (VOC) analysis. Select VOCs were discovered in indoor air samples above residential Risk-Based Concentrations; however, this discovery was attributed to interior sources (fuel oil and associated furnace), and ODEQ issued the release a no further action status on March 16, 2021. Based on the close proximity and the release to the property from hazardous substance, this facility represents a potential contaminant threat to the Site. As such, it is considered a REC. 2. Former City Cleaners (REC #2) - Former City Cleaners is listed at 112 N E Street within 300 feet to the north or northeast of the Site. his facility under ODEQ's ECSI database (ID#s S110638412) due to suspected hazardous substance contamination from historical drycleaning
operations. Due to the likelihood of chlorinated solvent use during dry-cleaning and close proximity, this facility's listings represent a potential contaminant threat to the groundwater beneath the Site. As such, they are considered a REC.
Non-Scope Items
Based on observations during the Phase I ESA inspection, the following non-scope issues were identified:
* The on-Site building was developed in the early 1900s and contains several suspect asbestos containing materials (ACM). Prior to the demolition or renovation of the buildings, it is recommended that building be tested for the presences of ACM. If the presence of ACM is confirmed, it should be abated prior to renovation or demolition.
* The on-Site building was developed prior to 1978 and contains suspect lead-based paint (LBP). Prior to the disturbance of these materials, it is recommended that they be tested and abated if necessary.
The building's roof received extensive damage due to heavy snows that occurred during the 2020/2021 winter. As a result, the building's interior was noted to be wet during the inspection. As such the potential for mold growth exists.
