Additional Property Attributes

The Property consists of 39 Clark County tax parcels and a cumulative 51.34 acres. The Property consists of a combination of ROW, vacant ROW adjacent parcels, and ROW adjacent parcels where the only improvement includes high-voltage and standard powerline electrical infrastructure. Tax lots #17918802003 and #17919502001 also include paved parking. Surrounding sites include a mix of commercial use along the west end of W Van Wagenen Street such as gas stations, a car wash, vehicle and personal storage facilities, and professional offices; in this area Property tax lots are zoned Downtown Mixed-Use (DX), Highway Commercial (CH), or Neighborhood Commercial (CN). The southern three quarters of the Property is surrounded by primarily single-family residential developments, recreation facilities, and a water treatment plant; Property tax lots in this area are primarily zoned Downtown Residential (DR), Low-Density Single-Family Residential 6 (RS-6), or High-Density Multi-Family Residential 36 (RH-36).
The Property was identified in a single FRS record under ID# 110006479417 related to US Department of Energy Western Area Power Administration Amargosa Substation. The facility is listed as a conditionally exempt small quantity generator under RCRA record #NV9890090005. Historical topographic maps label a substation located to the east of Greenway Road at the intersection of Van Wagenen Street as the Amargosa Substation. Therefore, it is believed this record is erroneously associated with the Property and does not pose a REC for the Property. It is the opinion of the EP based on the distances from the Property, lower elevations and down- or cross-gradient locations, regulatory status that environmental records for nearby sites do not constitute a REC for the Property.
An interview was conducted with NDEP staff that indicated there were seven records of closed UST cases, two records of open UST cases, and one record of a closed remediation case located within a 0.25-mile radius of the Property. Two of the closed UST cases are located adjacent to the Property boundary; however, the files associated with these cases indicate that no releases occurred. The closed remediation case indicates that as part of the removal of four tanks, soil samples were collected in the tank excavation zone and were analyzed for TPH; however, analytical results demonstrated the maximum detection of TPH was 60 mg/kg, well below the Nevada action level for TPH in soil. No RECs were identified as part of this interview. The assessment has revealed no evidence of RECs in connection with the Property.
