Additional Property Attributes

The property was first developed as part of the Ackerman Button Factory in 1905. In 1910, the City began operating the City Water Works and Light Plant. The property has been utilized as part of the Water Works/Water Department from 1910 to the present. The property is currently
utilized as the City of Aberdeen Water Department storage and maintenance yard and Aker Park. There are four buildings currently located on the property. The main building that was once office space and storage is in disrepair. The three outbuildings are empty except for a transfer pump, compressor, and containment.

The surrounding properties to the south and west have been developed and expanded as residential developments beginning in 1890 and extending to the present. Properties to the north and east have been developed and utilized as commercial/industrial sites beginning
in 1899 with Gins and Mills and continuing to current times as lumber yards and materials companies.

This assessment has revealed no evidence of RECs in connection with the property except for the following:

City Water Works and Electric Light Plant Historical Operations on the Property. The 1910 fire insurance map depicts the property as the City Water Works and Electric Light Plant with a 250,000-gallon potable water reservoir. The 1910 through 1938 fire insurance maps depict additional reservoirs and water wells were installed on the property. A coal storage building is later depicted on the property in 1938.

Coal-Fired Power Plant. Coal-fired power plants are common sources of mercury pollution in soil and groundwater. Therefore, the operation of a coalfired power plant on the property is considered to represent a REC.

Underground Storage Tank. The ERIS database report lists one, permanently out-of-use 1,000 gallon UST on the property. The UST was reportedly installed in 1962 and closed in 1990. Due to the age of the tank (pre-1988 regulations), a past release is likely and because no records exist confirming the UST was removed, it is possible that a current or future release may occur. Therefore, the UST on the property is considered to represent a REC.

Transfer Pump and Air Compressor on the Property. During the site reconnaissance, PPM observed a petroleum-powered transfer pump and air compressor on a pallet inside an outbuilding. Soil staining was observed under the pallet. The stained soils indicate that a release has occurred from the transfer pump and air compressor; therefore, the transfer pump and air compressor and associated staining are considered to represent a REC.

Other Hazardous Substances/Petroleum Containers on the Property. An assortment of containers was observed within the main building. Containers of herbicide, oils, hydraulic fluids, spray paint, paint, detergents, lubricant, propane, water sanitation products, petroleum solvents, and oil absorbent and good to poor condition are located throughout the main building. Petroleum and/or chemical staining was noted within the multiple rooms of the main building and outbuilding located on the property. Soil staining (heavy) was noted in the outbuilding. Although these items are stored inside, the significant staining indicates that poor housekeeping was common and releases occurred regularly. Therefore, the poor housekeeping associated with hazardous substances and petroleum products on the property is considered a REC.
