Additional Property Attributes

The property is comprised of approximately 31.9 acres and is irregularly shaped. The property is currently a vacant bioenergy refinery operation and bulk petroleum fuels storage The property was primarily utilized for agricultural purposes until approximately 1990 when the southern portion of the property was developed with a large aboveground storage tank (AST) for petroleum storage and distribution. The eastern portion of the property was then developed into an apparent lumber lay-down yard in approximately 1996. In approximately 2004,
Pearson Bioenergy developed the property in an attempt to produce petroleum products from wood stock.

Most of the surrounding properties are currently undeveloped with the exception of the property to the east and the property to the south. The eastern adjoining property is a dock area for the Port of Aberdeen, where barges and ships may anchor and/or load/offload. The
dock location was developed in approximately 1990. The south adjoining property is the Aberdeen Terminal and is the location of bulk storage and distribution of petroleum products. The Aberdeen Terminal was constructed in or about 1996.

This assessment has revealed no evidence of RECs in connection with the property except for the following:

? Former Bulk Petroleum Storage (Texaco) on the Property. In the 1990 aerial photograph, a large bulk petroleum AST was observed on the southern portion of the property. The tank is reported to have been part of the former on-site Texaco operation. There is no knowledge or record of a release associated with the bulk storage facility. The storage and transfer of petroleum fuels present the real risk of spills or releases; therefore, the former Texaco bulk AST and former use of the property as a petroleum storage and distribution location represents a REC.

Former Pearson Bioenergy Operations on the Property. Beginning in 2004, Pearson Bioenergy began operations on the northeastern portion of the property. Pearson Bioenergy is reported to have synthesized gasoline and jet fuel from wood stock at the property. Pearson Bioenergy also utilized a laboratory at the property to convert wood stock to biofuels as part of its business operation. Chemical storage at the facility was accomplished using at least six ASTs and drums. Also, a previous Phase I ESA reported a former 500-gallon AST to be located within the
Pearson Bioenergy portion of the property. Based on the condition in which the property was left, it is possible that a past release may have occurred from the diesel AST - thereby impacting surrounding soils. Therefore, the reported diesel AST within the Pearson Bioenergy portion of the property is considered a REC. No files or reports from the biofuel operation were available for review at the time of this report. Although no reported releases were documented for the property, the real risk of spills and releases is present from the manufacture, storage, and transfer of petroleum chemicals and products associated with the biofuel manufacturing process. Therefore, the former Pearson Bioenergy operation on the northeastern portion of the property represents a REC.

Existing AST Farm on the Property. There are currently six 18,000-gallon ASTs on the eastern portion of the property. The ASTs were associated with the former Pearson biofuels operation located on the property. The ASTs are in poor condition. It is unknown if the ASTs contain material; however, the likelihood exists that petroleum products may be present in the ASTs. Therefore, due to their poor condition and potential for a release of petroleum products, the existing ASTs are considered to represent a REC.

Existing Large AST on the Property. A large AST (approximately 2.1 million gallons in size) was observed during the site inspection on the southern portion of the property. The AST is thought to be associated with the former Texaco bulk storage operation located on the property. It is unknown if the AST c
