Specific land use anticipated is for a recreational park, electric bus storage depot and City staff offices. Land use restriction is based on the result of a site-specific risk evaluation conducted for the identified contaminants of concern (BaP, TRPH, and arsenic). Alternative cleanup target levels (ACTLs) have been established as outlined in the prepared Site Assessment Report (SAR) for this project. Contaminant concentrations in the soil meet the ASCTLs. The risk evaluation determined that potential risks to future recreationalists and workers do not exceed the FDEP's target cancer risk threshold of 1E-6 or the target non-cancer hazard of 1. A land use restriction will be implemented accordingly.

Additional Property Attributes

The Site is an undeveloped property located near the intersection of NW 7th Street and NW 8th Avenue in Hallandale Beach. The Site is owned by the City of Hallandale Beach (the City) and is currently vacant and undeveloped. It consists of an upland portion and a lake, known as Chaves Lake. The property is currently used as a waste transfer station by the City. There are stockpiles of concrete rubble and debris as well as yard waste/soil store onsite. The City uses the southern end of the lake to deposit lime sludge that is generated from the nearby water treatment plant. The City plans to develop the Site into a public park with passive open space areas, pedestrian walkways, offices, an electric bus storage depot and possible lake access points such a docks or vessel launches.
A Phase I ESA report indicated that the property was likely part of a larger historic borrow pit that was used to dispose of construction and demolition (C&D) debris. The Site was also used as a yard trash transfer facility, which was a permitted activity. A Phase II ESA report indicated the presence of polynuclear aromatic hydrocarbons (PAHs), total recoverable petroleum hydrocarbons (TRPH), methylene chloride, and arsenic concentrations in the soil above the State cleanup standards. Arsenic was detected in the groundwater above the State groundwater cleanup standard. PAHs were also detected in the sediment in excess of the State soil standards and silver was detected in the surface water above the State's Freshwater Surface Water Criteria.
Based on the documented environmental conditions at the Site, the current assessment included an evaluation of soil, groundwater, surface water, sediment and methane. A human health risk evaluation was performed with the data collected during this assessment and during the previous Phase II ESA. The assessment revealed the following:

* Soil, sediment, surface water, and groundwater at the Chaves Lake Property do not pose an unacceptable risk to human health based on current or anticipated future land and water uses.
* Methane was present in the subsurface. During design additional methane monitoring should be conducted to determine if methane mitigation measures should be employed for enclosed structures that may be proposed for the Site;
* The City will remove the lime sediment from the lake and cease additional placement of lime sediment; and
* The stockpiled soils and concrete will be removed from the surface during site development and soils will be characterized and properly disposed.
Based on the results of this assessment and the risk evaluation, conditional closure under Risk Management Option III per FDEP Chapter 62-780 regulations was recommended. An institutional control to restrict the use of the Site to the recreational and commercial/industrial activities will be a requirement to obtain regulatory conditional closure.
