Additional Property Attributes

The currently vacant property, formerly operated as a Cotton Oil Mill company that utilized petroleum-containing underground storage tanks (USTs) and an aboveground storage tank (AST), and was a generator of hazardous wastes. The Phase II identified lead, arsenic and selenium in the soil and/or groundwater above TCEQ Protective Concentrations Levels. A supplemental Phase II was performed to further evaluate the detected lead, arsenic and selenium. Based on the additional assessment, an affected property area, as defined under TRRP, did not exist at the site. Therefore, the site was entered into the Voluntary Cleanup Program (VCP) to request a Certificate of Completion be granted by the TCEQ. The TCEQ granted a risked based VCP closure on June 24, 2022. The 10-acre former vacant industrial site is now in the process of redevelopment into an approximate $50,000,000 apartment complex where 90% of the units will be reserved for people who earn 60% below the area's median income ($43,000).
