Additional Property Attributes

The site is located at the corner of Burnette Boulevard and E. 13th Ave, east of Burnette Boulevard and south of E. 13th Ave. The site consists of approximately 31 acres of vacant, wooded land. According to the Crisp County Tax Assessor, the site is owned by the Crisp County-Cordele Industrial Development Authority.

Historical Information
In the earliest historical aerial image reviewed (1937), the site appears to be vacant land. In the 1968 aerial photograph, much of the site appears to be wooded. The site remains relatively unchanged until the 2007 aerial image, the site appears to be graded. The site remains relatively unchanged in the 2010 aerial image. More of the site area appears to be wooded in the 2013 and 2017 aerial images.

Records Review
The site is not identified in any of the environmental regulatory databases. American Coaters LLC/ Zimmer Motor Van is located at 2801 East 13th Ave, approximately 700 feet northwest of the site. Terracon reviewed the facility files for American Coaters LLC/ Zimmer Motor Van at the Georgia Environmental Protection Division in Atlanta, Georgia on February 28, 2022. Based on information from the facility file review, the underground storage tank (UST) that had previously been at this property has been removed. The property received No Further Action (NFA) status in August of 1991. This property is not considered to be a Recognized Environmental Condition (REC). Drexel Chemical Warehouse Facility is located 70 feet to the northwest of the site. This facility is listed on the RCRA-LQG, FINDS, and ECHO databases. Based on the distance from the site and the database listings, this facility is considered to be a REC.

Site Reconnaissance
At the time of site reconnaissance, the site was observed to consist of vacant, wooded land. A power easement with several transformers was observed along the north, west, and south property boundaries. Trash and litter were observed along the west and north property boundaries. A portion of the northern part of the site appears to be a detention structure that is used to impound stormwater from the adjoining property to the east (Golden's Foundry). This is deemed a REC, due to the potential for metals and other chemicals to migrate from this offsite property onto this portion of the site via surface water runoff.

Based on the results of this Phase I ESA which identified an onsite REC and an adjacent offsite REC, additional investigation is warranted to evaluate the potential for impact to the site. Specifically, a limited site investigation is recommended to sample and test soil and groundwater at the site for chemicals of concern generally associated with the adjacent site usage.

On May 1 - 3, 2024, Terracon advanced three (3) soil borings (SB-1 through SB-3) at the subject property utilizing a track Geoprobe drill rig equipped with hollow-stem augers (HSA). Terracon collected two (0-5 feet and 10-15 below ground surface [bgs]) soil samples from each of these borings, which were submitted for laboratory analysis of:

? VOCs via EPA Method 8260;
? SVOCs via EPA Method 8270;
? Organochlorine Pesticides via EPA Method 608.3;
? Organophosphorus Pesticides via EPA Method 8141B; and
? Herbicides via EPA Method 8151A.

The soil analytical data results were compared to the Georgia EPD Regulated Substances and Soil Concentrations that Trigger Notification (391-3-19, Appendix I).

Soil analytical results are summarized as follows:

? VOCs: 2-Methylnaphthalene was detected in SB-5 (0-5) and SB-6 (0 5). Georgia EPD does not currently have an applicable threshold for this constituent. VOCs were otherwise not detected in soil samples. See Table 1.1 for a list of the constituents detected in each sample compared to the applicable GA EPD threshold.
