Additional Property Attributes

The site is located at 106 MLK Drive, Ideal, Macon County, Georgia, tax parcel number 204AB-0014. The total site area is approximately 18.7 acres and consists of a large building that was formerly used as a school. The building is approximately 30,000 square feet and was built between 1951 and 1970. The building onsite is currently vacant and is believed to contain lead-based paint and asbestos containing materials. The site is in the northwest area of the city of Ideal and is surrounded by wooded land and residential properties. The Macon County tax information states that the site has belonged to the City of Ideal since 1981.

Historical Information
In the earliest historical aerial image reviewed (1937), the site consists of vacant land. In the 1970 aerial image, the north area of the site consists of vacant, graded land with a driveway along the east edge of the site. The north area of the site appears to have been used as the playground area. A structure (The Ideal School) appears in the center area of the site in the 1970 aerial image. The area to the south of the school consists of wooded land. In the 2013 aerial image, the area around the school building appears to be overgrown. The site consists of wooded land to the south, the school building structure in the center, and a vacant field to the north with a driveway running north/south along the east property boundary.

The site is listed on the SWF/LF database. Terracon completed a facility file review for the City of Ideal Inert Landfill Operation listed on the site. Based on information from the Georgia EPD, the landfill began operation in 1994 and was closed in 1999. Terracon interviewed Mr. Jimmy Davis, former Ideal City Manager. According to Mr. Davis, the landfill was used for residents to dispose of yard waste. Based on information from Mr. Davis and the Georgia EPD, the Ideal Inert Landfill is considered to be a REC.

Based on the results of this Phase I ESA which identified an onsite REC, additional investigation is warranted to evaluate the potential for impact on the site. Specifically, a limited site investigation is recommended to evaluate for possible methane production and investigate the possibility of groundwater and soil contamination associated with the former site usage. Additionally, based on observations during site reconnaissance, Terracon also recommends conducting a thorough asbestos and lead based paint survey prior to planned renovations or building demolition.



The SSQAPP was approved on June 16, 2023. In December, 2023, the clearing of trees, brush, and weeds to facilitate access for the Phase II scope of work was completed. Terracon conducted the fieldwork on January 30, March 18 and 22, 2024 under a Site-specific Health and Safety Plan (HASP) developed for this project.

On January 30, 2024, Terracon collected (EM) data at the project site in accessible areas near the possible former landfill area. We utilized a Geonics EM-31 electromagnetic ground conductivity meter and the Nav31 program, engineered by Geonics. A sub-meter backpack GPS was also used to continuously record physical location and field data as the operator walked across the surface. The data was returned to our office for processing, analysis, and interpretation. The meter mapped changes in soil materials and subsurface features associated with changes in ground conductivity (quad-phase). Data was collected by completing laps around the site, with each lap separated by an approximate distance of ten feet, where accessible. Terracon also performed ground penetrating radar in the vicinity of the possible landfill. We utilized a GPR system consisting of a 350 MHz antenna with an approximate penetrating depth of 4 to 12 feet below grade. Our survey was performed in general accordance with ASTM D6432.The GPR method utilizes high frequency electromagnetic waves to detect certain electrical property changes in the subsurface of the area being scanned.
