Additional Property Attributes

The Property consists of Bonneville County tax lots RP02N37E155251 and RP02N37E156719 owned by Angela Hesse and the Wally and Tally Petersen Living Trust, respectively. The Property is a rectangular parcel of land located on the east side of the Swanson Lateral, an irrigation canal, and southwest of the Idaho Falls Regional Airport. Multiple residential and farm buildings are located in the southern and northern portion of the Property. The adjacent sites to the north, south and west of the Property are primarily in agriculture use. Land use to the east of the Property is mixed residential and commercial. Historical records indicate that the southern portion of the Property was developed in 1928 with three buildings: two dwellings and a large barn. In 1987, two additional barns were constructed along the southwestern Property boundary. In 1988, the northwest portion of the Property was developed with two buildings, a dwelling and a shed. According to the User Questionnaire, the majority of the land was part of a family farm. This assessment has revealed evidence of the following RECs: 1) Based on the history of agricultural use on the Property, historical pesticide applications may have resulted in residues of pesticides being present in Property soil. Past use of the Property as a farm is considered a REC for the Property; and 2) The French drains in the back house garage were observed to have a slight sheen in the water. Automobile repair was also observed in the garage. These historical Property operations indicate the material threat of a release of petroleum products, degreasers, etc. and are considered a REC and a potential VEC for the Property. Conduct of a Phase I ESA for this property facilitated a real estate transaction. Redevelopment of the property is anticipated to occur in the next five years. Habitat for Humanity development plans for the property include an affordable housing community comprised of a diverse set of housing types (detached single-family homes, four-plexes, duplexes, and tiny homes).
