Additional Property Attributes

Standard and other historical sources (including historical news articles) were able to document that the property parent parcel was developed in 1878 with the construction of the Eastern Michigan Asylum, a psychiatric hospital, which partially extended onto the eastern portion of the
subject property. In 1911, the hospital changed its name to Pontiac State Hospital. In the 1940s and 1950s, the psychiatric hospital campus footprint expanded with the construction of buildings in the western portion of the subject property, including maintenance buildings and a laundry
building. The hospital was renamed the Clinton Valley Center in 1973. The hospital closed in 1997 and the buildings were all demolished in the late 1990s/early 2000s. Between 2002 and 2005, the subject property was cleared and has consisted of vacant land or has been utilized for staging of
construction equipment since that time.

The following HREC was identified during completion of this Phase I ESA:

* The subject property is a closed Leaking Underground Storage Tank (LUST) site with two releases reported in May 1993 (C-0583-93) and in October 1999 (C-1057-99). The releases were granted unrestricted Tier I closures in March 1996 and September 2001, respectively. The release reported in May 1993 was associated with the former 1,000-gallon and 2,000-gallon gasoline underground storage tanks (USTs) located adjacent to a former maintenance building in the western portion (i.e., Building #23). The release reported in October 1999 was associated with a former 5,000-gallon UST, which was installed in the same location as the two USTs noted above following their removal. The releases were granted unrestricted Tier I Closure in 1997 and 2001, respectively. Based on the unrestricted LUST closures and documented site assessment activities which were adequate to assess the former releases, PM has identified the closed LUST status as an HREC.

Identified Recognized Environmental Conditions included the following:
* The subject property and surrounding area were historically occupied by a psychiatric hospital including maintenance buildings, a laundry building, and several USTs that were located in the western portion of the subject property. Previous site investigations have documented soil concentrations of arsenic, chromium, and selenium exceeding the current Part 201 Groundwater Surface Water Interface Protection (GSIP) and/or Residential and Nonresidential Drinking Water Protection (DWP) cleanup criteria. Based on these analytical results and the submittal of Baseline Environmental Assessment (BEA) reports in 2011 and 2014, the subject property has been classified as a "facility," as defined by Part 201 of P.A. 451 of the Michigan Natural Resources Environmental Protection Act (NREPA), as amended. Additionally, soil concentrations of benzene, ethylbenzene, isopropyl benzene, 1,2,4-trimethylbenzene (TMB), and xylenes were detected exceeding the current Michigan Department of Environment, Great Lakes, and Energy (EGLE) Residential and/or Nonresidential Volatilization to Indoor Air Pathway (VIAP) Screening Levels, which indicates a vapor intrusion concern may exist.

The following BER was identified during completion of this Phase I ESA:

* According to a geophysical survey conducted for select areas of the subject property and surrounding area, former building locations were backfilled with debris containing metal scrap and building demolition debris including glass, brick, dinnerware, and general refuse was also encountered during test pit excavations completed to the northeast and east of the subject property.

Soil sampling indicates the presence of selenium to exceed the Residential Part 201 Cleanup Criteria and Screening Levels.

Concentrations of target analytes were identified in soil samples collected from the subject property above the Part 201 Residential and Nonresidential DWP and GSIP cleanup criteria; therefore, the subject property meets
