Additional Property Attributes

The site was formerly used as a municipal dump. Dumping of garbage ceased over 30 years ago. The property is currently used for occasional dumping of dirt and concrete from city projects. Since the site was used as a municipal dump, it is not known if any hazardous materials were inadvertently dumped on the site. Anticipated future use could include residential, commercial, or recreational use as a trailhead with trails. If the site is appropriate for sale, the city council will decide whether or not to declare the property for surplus and listed for sale. Adding surplus properties to the tax rolls will increase tax receipts in addition to the sale proceeds.

A Phase I was conducted. The site was historically used as a municipal dumping ground and disposal area. Potential impact to the site from use as a unregulated landfill is considered a recognized environmental condition (REC).

A Phase II was conducted. Soil samples contained two volatile organic compounds (VOCs), acetone and sec-butylbenzene; one polynuclear aromatic hydrocarbons (PAH), crysene; Total Petroleum Hydrocarbons-Diesel Range Organics (TPH-DRO), TPH-Oil Range Organics (TPH-ORO); and six metals (arsenic, barium, cadmium, chromium, lead, and selenium). No TPH-Gasoline Range Ogranics (GRO) or Polychlorinated Biphenyls (PCBs) were detected in any sample. All other concentrations of VOCs were below the Missouri Risk-Based Corrective Action (MRBCA) lowest Default Target Levels (DTLs). Two metals, arsenic and lead, were detected at concentrations that exceeded their respective MRBCA lowest DTLs in most samples, however they were within the range of naturally occurring concentration in Phelps County. Soil gas samples were collected for VOCs, but all samples were below risk-based target levels.
