Additional Property Attributes

Based on a review of available historical information, the site consisted of vacant lots and/or single-family residences from at least 1910 until the residences were removed from the 1701 St. Louis Avenue address (formerly 1701, 1705, 1709, 1715, 1719 and 1723 St. Louis Avenue) for development of an apartment complex in approximately 1973. By 1995, the remaining single-family residences were demolished, and by 2008 the apartment complex was removed leaving the foundation, which was removed in 2019. The site has remained relatively unchanged since 2019. Although the lots were formerly developed with residential structures, based on the potential for lead-based paint to have been utilized on the exterior of the former residential structures, the potential for lead-based paint in the shallow soils on-site constitutes a recognized environmental concern (REC) to the site. In addition, an adjacent gas station, former dry cleaners, and former/current printing facilities constitute RECs to the site.

The Phase II identified elevated concentrations of lead in surface soils on the site. One sample detected lead at a concentration that exceeded the residential direct exposure risk-based criterion (Tier 1 TotSoilComb PCL of 500 mg/kg). Groundwater was not encountered during the LSI and the site appears to be a Class 3 groundwater resource or non-groundwater-bearing unit. Terracon recommended additional evaluation of shallow soils on the site for total lead to inform options for remediation and/or regulatory closure.
