Additional Property Attributes

The City of Richmond, Henrico County, project:HOMES (COALITION) and Hourigan Development contracted Draper Aden Associates under a United States Environmental Protection Agency (USEPA) Brownfields Assessment Grant to perform a Phase I Environmental Site Assessment (ESA) of two parcels:

The subject property has been developed since 1853. Multiple structures are located on the subject property.

Historical Use

Historical records reviewed covered the years 1853 through 2017.

A review of historical topographic maps suggests only that the property had been developed by 1934, and that at least one silo was present by 1956.

A review of historical aerial photographs indicates that the property had been developed for commercial-industrial purposes by 1936. Multiple structures, including grain/flour silos were located on the property.

A review of historical street directories revealed that several business have occupied the subject property from sometime before 2009 until sometime after 2017. Most nearby properties are separated from the subject property by Walker Creek / Manchester Canal, which we consider to represent a significant hydrogeologic barrier to groundwater flow from such properties toward the subject property.

A review of historical fire insurance maps revealed that flour mills and other grain management facilities were located on the subject property from sometime before 1885 until sometime after 1985 (more than 100 years).

According to records at The Valentine Richmond History Center, "Built in 1853, the Dunlop Flour Mills operated adjacent to the southern end of Mayo's Bridge and, until 1866, were the largest of their kind in the world. These, along with the Gallego and Haxall mills that operated on the Richmond side of the river, made the region a flour manufacturing powerhouse" and "In 1936, the company became the Dixie-Portland Flour Company, which operated until a devastating fire destroyed much of the complex [1949]. Today, Southern States Cooperative occupies the site, which includes two original Dunlop buildings."

According to The Richmond Times-Dispatch newspaper, the facility was severely damaged by a fire during March 1949. Specifically, "Smoldering embers and charred, jagged walls were all that remained of Dunlop Mills in South Richmond after a terrible fire in March 1949. The two brick buildings, that survived the Civil War, were lost to the fire that took more than 200 firemen six hours to put out" and ""The mill was owned by the Dixie Portland Flour Company."
