Phase I and Phase II ESAs that consider impacts from extreme weather events and natural disastersPhase I ESAs may consider current and on-going impacts from extreme weather events and natural disasters and consider future impacts to the site or area. For example, an investigation of the site history can include an investigation of site vulnerabilities based on historical and recent extreme weather patterns and events (e.g., floods and drought). Phase II ESAs may include use of renewable energy, incorporating remote sensing capabilities, maximize reuse of existing wells (as appropriate) and/or design wells for future reuse, use of field test kits when possible, use of local laboratories when possible, and use of appropriate sized equipment for the project.

Additional Property Attributes

The Site was developed by the 1880s with an unidentified building the western portion and a wagon house and warehouse on the eastern portion of the Property. A new building was added to the central portion of the Property in the early 1900s. Former occupants of the buildings included a machine shop, welder and automotive garage from the late 1920s to the 1950s. A food distributor subsequently occupied the buildings until 2010. The buildings were vacant from 2010 to 2019 when the buildings were demolished and has been vacant since and used as a gravel covered parking lot. A drycleaners was located on the adjacent property to the south. The surrounding land use is zoned as Office/Residential. The Minnesota River is approximately 800 feet west of the Property. Residential redevelopment as a 20-22 unit apartment building is proposed. Plans also call for off-street parking at grade and underground parking under the apartment building.
