Additional Property Attributes

Cardno completed a Phase I Environmental Site Assessment (ESA) of the Modoc Motors commercial assemblage located at the northwest corner of West Chocktoot Street and North Klamath Avenue in Chiloquin, Oregon. The Site premises are improved with an
approximately 5,000 square-foot building, paved or gravel parking areas, and security fencing.
On-Site RECs
1. The Site was developed around the early 1900s with two automotive repair facilities located on the central (Parcel ID# 2) and southeastern (Parcel ID# 3) parcels. The former Modoc Motors garage remains on the Site's central parcel (Parcel ID# 2) whereas the southeastern building (Parcel ID#3) was demolished at an unknown date. Field reconnaissance proved there is no longer an active tenant on-Site; however, the previous automotive repair operation (Modoc Motors) abandoned equipment, vehicles, and automotive repair related waste located throughout the garage interior (Parcel ID# 2) and northwest exterior area (Parcel ID#1) used for parking and storage. Cardno's investigation revealed numerous environmentally noteworthy conditions associated with the former operations and poor house-keeping measures, including:
* Numerous unlabeled or illegible labels on drums and containers of various volumes were observed on the Site, stored without secondary containment. Based on the Site's historical uses, the drums and containers may contain hazardous substances, petroleum products or related wastes. Additionally, Cardno observed evidence of leaks and spills in areas where drums and containers are present.
* Abandoned vehicles were observed on the northwest parcel (Parcel #1) with evidence of leaking fluids and flaking painted surfaces of presumed lead-based paint.
* Suspect underground storage tanks were discovered along the Subject Property's frontage to Chocktoot Street during an Oregon Department of Transportation during a right-of-way assessment.
* Overall, the observed condition and historical poor house-keeping measures on the Subject Property represent a potential ongoing contaminant threat to the subsurface. Specially, potential impacts may have resulted from:
? leaks and spills of substances stored in discarded drums or containers,
? leaking oil/automotive fluids from abandoned vehicles located throughout the northwestern parcel (Parcel ID# 1), and
? lead impacts from flaking paint on older vehicles parked on the northern parcel.
Based on the above information, the former Modoc Motors facility and current condition represent a REC (REC#1).
2. Historical research proved a second automotive repair garage was formerly located on the southeastern parcel (Parcel ID# 3). The now demolished automotive repair garage was identified in the 1931 Sanborn Fire Insurance Map, and likely supported operations that used hazardous substances and petroleum products and generated associated wastes. Further, historical photographs (Photo 22 of Photographic Log, Appendix A) depict a gasoline dispenser along the property's frontage to Chocktoot Street. No further information was available for review regarding this historical facility to mitigate the potential for adverse impacts to the Subject Property from historical automotive repair and gasoline filling station/underground storage tank system operations. As such, the former automotive repair garage on the Site's southeast parcel is considered a REC (REC#2).
Off-Site RECs
3. An Oregon Department of Transportation (ODOT) investigation into potential hazardous substance or petroleum sources along the Chocktoot Street right-of-way (between the Williamson River and 1st Street) revealed impacts from petroleum product constituents
above Oregon Department of Environmental Quality risk-based cleanup thresholds, resulting the corridor being placed on the Department of Environmental Quality's Environmental Cleanup Site Inventory. According to regulatory records, ODOT collected soil and
groundwater samples and performed ground penetrating rada
