Additional Property Attributes

A Phase I ESA completed in March 2022 (per ASTM E1527-13) revealed RECs associated with the contiguously-adjacent railroad and nearby rail yard (operations since prior to the 1930s). These features offer the potential for impacts to on-site soils and groundwater. While the subject site does not appear to have ever been developed, it was utilized as a railroad easement/right-of-way.
A Phase II ESA completed in May-June 2022 revealed arsenic and benzo(a)pyrene impacts in shallow soils, with arsenic being the most wide-spread contaminant. One groundwater sample collected contained dibenzo(a,h)anthracene above its cleanup target level, but below its natural attenuation default criteria.
A Supplemental Assessment was conducted in early 2023 to confirm the groundwater impact and delineate the soil impacts. No groundwater impacts were identified above cleanup target levels. Sixty soil samples were collected from 16 step-out soil borings revealed elevated levels of arsenic and BaP - some in excess of the commercial-industrial SCTLs. Vertical delineation of soil impacts is warranted in limited areas to provide adequate information for a soil management plan, source removal plan and/or consideration of E/I controls as part of redevelopment.
Supplemental soil assessment was conducted to complete a SAR per FDEP requirements. The supplemental data assisted in determining which portions of the property will be excavated, while other portions could be potentially be addressed via engineering controls (such as parking lots). The grantee's contractor is currently discussing cleanup approaches with FDEP combined with the zoning and planned reuse of the property.
