Additional Property Attributes

Standard and other historical sources were able to document that the southern portion of the subject building was constructed in approximately 1950 on previously vacant land. This original portion of the building was occupied by a millworker in at least 1952 and an oil seal manufacturer in at least 1957. The eastern portion of the building was added in the early-1960s and the northern and western portions of the building were added in approximately 1974. The building was occupied by a sign manufacturing company between at least 1962 and 1975 and has been occupied by a tube bending company since 1977 with operations including bending and cutting, pressure testing, and applying paints and/or rust-preventative coatings.

The following onsite RECs were identified in the Phase I ESA:

* The subject property was historically occupied by an oil seal manufacturer in at least 1957, a sign manufacturing company between at least 1962 and 1975, and has been occupied by a tube bending company since 1977. Interior waste streams associated with the former oil seal and sign manufacturing operations and the current long-term tube bending operations have consisted of general hazardous substances and/or petroleum products. A portion of this period preceded major environmental regulations and current waste management and disposal procedures. Additionally, based on review of Michigan Department of Environment, Great Lakes, and Energy (EGLE) file information and an interview with the current property owner, the tube bending operations previously included the use of solvents such as freon, naphtha, and trichloroethylene (TCE) for degreasing parts. Historical regulatory violations were issued in 1982 related to improper labelling and recordkeeping and in 2010 related to recordkeeping and improper waste storage and characterization. Based on the long-term use of hazardous substances including chlorinated solvents and petroleum products and documented regulatory violations, the potential exists for a release to have occurred and negatively impacted the subsurface.

* PM observed a paint booth in the southern portion of the subject building. According to the current property owner, the paint booth has been utilized since approximately 1977 for applying paints and/or rust-preventative coatings to tubes. The paint guns are cleaned with methyl ethyl ketone (MEK) and waste MEK and waste paint are collected in 55-gallon drums in this area. The historical waste management practices associated with the long-term painting and coating operations are unknown. The potential exists for contamination to have entered the subsurface in this area from spills, leaks, and/or poor waste management practices.

The following adjoining and/or nearby REC has been identified:

* The west adjoining property to the subject building, identified as 54 West Sheffield Avenue, was occupied by an engine repair company in at least 1984-1985 and an automotive body shop between at least 1989 and 1995. Limited historical information was available for other occupants, but based on the layout of the building and known historical uses, the building may have been historically occupied by other automotive service operations. Historical interior waste streams associated with the known and potential operations would have consisted of general hazardous substances and/or petroleum products. The historical waste management practices associated with the former operations are unknown. The building is located directly adjacent to the western subject property boundary. The potential exists for a release to have occurred on this property and migrated onto the subject property.

Concentrations of VOCs, PNAs, PCBs, and Michigan 10 Metals were identified in each of the soil samples collected from the subject property above the Part 201 Residential and Nonresidential DWP, GSIP, SVII, VSI, and/or VSI for 5 Meter Source Thickness cleanup criteria.
